About UWEC:
Uganda Wildlife
Education Centre (UWEC) formerly known as Entebbe Zoo is an autonomous body
under the Ministry of Tourism, Wildlife and Heritage. The Uganda Wildlife
Education Center is a fun and exciting place to see and learn about the animals
of Uganda and the ecosystems in which they live. Take some time to learn how
they live, eat, play, and talk.
Originally
founded in the 1950s to accommodate confiscated and injured wildlife and to
look after orphan animals which have been taken away from smugglers it has
grown considerably in recent years. Many say its destined to become the most
important showcase for wildlife on the African continent.
Key Duties and Responsibilities:
1.
Providing leadership to the Procurement and Disposal Unit including:
·        
The incumbent will be tasked with developing and
managing the Units Budget.
·        
Ensure adequate planning and setting annual targets
for staff of the Unit.
·        
Supervising and supporting Staff in the Unit in
their work.
·        
Conducting performance evaluation.
·        
Submitting regular reports on the Unit to the
Executive Director.
2.
Maintaining a list of prequalified suppliers for the whole range of UWEC goods,
services and works including:
·        
Initiating the recruitment and selection of
suppliers in accordance with Public Procurement and Disposal of Assets and
Regulations.
·        
The incumbent will be proposing evaluation
Committees for the Contract Committee’s approval.
·        
The job holder will be communicating with suppliers
in matters relating to placement of orders and responding to their inquires

Maintaining procurement requirements for UWEC including:
·        
Work closely with Heads of User Departments and
Sections to determine their procurement requirements.
·        
Responsible for collating departmental procurement
requirements and compiling them into annual and quarterly procurement plans.
·        
Submitting quarterly procurement requirements to
Executive Director for approval.
·        
Work closely with User Departments to prepare
specifications, Terms of Reference and Scope of work.
·        
Preparing bid documents and recommending procurement
methods to Contracts Committee.
·        
Placing orders with suppliers through use of LPOs.
·        
Receiving and opening bids, coordinating the
evaluation of bids and submitting reports thereof to Contracts Committee.
·        
Ensuring that suppliers deliver goods, services and
works in accordance with specifications and terms of order
·        
Preparing and submitting statutory and management reports
as specified in the Procurement Regulations or as may be guided by the
Executive Director.
·        
Managing the disposal of assets in accordance with
the law and regulations.
4.
Ensuring that the necessary UWEC procurement documentation is in place and properly
utilized including:
·        
Providing timely support to the Executive Director,
the Contracts Committee and Management on all matters pertaining to
procurement.
·        
Developing appropriate systems, procedures and
guidelines for the Procurement
·        
Unit.
·        
Submitting statutory and Management reports as
specified in the Procurement
·        
Regulations or as may be guided by the Executive
Director.
·        
Managing the disposal of assets in accordance with the
law and regulations.
·        
Performing other duties as may become necessary for
the smooth running of the Unit or UWEC as a whole or as assigned by the
Executive Director
Qualifications, Skills and
Experience: 
·        
The Procurement Officer should preferably hold a Bachelor’s
degree
·        
Possession of professional procurement qualification
(CIPS)
·        
At least three years’ experience in a procurement
function of a public institution
·        
Working knowledge of the PPDA Procurement
Procedures,
·        
Excellent computer skills
·        
Ability to work with minimum supervision
