to implement multi-annual programs in West Nile, Acholi and Amudat (Karamoja).

Job Summary: The Head of
Finance and Administration will be responsible for ensuring adequate internal
control and provide general support to the country organization in the areas of
Finance, Logistics and HRM.
Key Duties and Responsibilities: 
1.
General:
·        
Ensure the smooth running of the administrative
organisation of the ZOA country office within the framework of the Programme
Management System (PMS).
·        
Responsible for the operational management and
coaching of support staff organisation, its personnel and budget
·        
Oversight of the finance department, logistics and
human resource function and country office
·        
Ensure up to date standards and management in
acquisition, purchase, contract management and tender procedures in accordance
with PMS and ZIS.
·        
Responsible for compliance to donor regulation,
local government regulation and ZOA regulations.
·        
Actively contributing to the development of local
staff by organizing regular training sessions, on-the-job-training and coaching
regarding financial administration, HRM and logistics.
·        
Member of the Country Management Team
2.
Finance:
·        
Prepare and submit timely financial feedback to the
ZOA programme Managers in the field, the country director and HQ.
·        
Initiate and supervise yearly budget cycle and
adjustments with CAPP framework.
·        
Keenly analyse the financial progress of the country
organisation and reports on deviations compared with approved budgets indirect
costs)
·        
Identifies risks with financial consequences, react
and report on these.
·        
Submitting, in coordination with the Country
Director, the required financial reports to the head office in the Netherlands
and donors.
·        
Ensure adequate portfolio management through ZIS and
ensure integration of donor requirements.
·        
Ensure the quality of financial and administrative operations
of the field offices.
·        
Ensure adequate legal support for the country
organisation where required
·        
Responsible for submitting the monthly financial
management information timely to the Country Management Team, in order to
enable the CMT using it as a management tool for proper project management.
·        
Planning the financial requirements in collaboration
with the Country Management Team.
·        
Organizing financial audits considering the
requirements of the donors and the Head office.
·        
Compiling the monthly cash flow overviews.



Qualifications, Skills and
Experience: 
·        
The ideal candidate should hold a University degree
in the field of finance or / and economy, and good knowledge of accounting
procedures and computerized, integrated financial administration.
·        
A minimum of five years’ experience in
administration of humanitarian projects in a financial management or senior
finance position.
·        
Previous experience in the fields of informatics,
logistics and human resources is an asset.
·        
Excellent analytical skills, high levels of
accuracy, knowledge of internal controls, checks and balances
·        
Familiar with Excel, at least three years of
experience at the level of intermediate user
·        
Organizational sensitivity and ability to work in a
team.
·        
Excellent of both written and spoken English.
·        
Hands-on, flexible, communicative, transparent,
creative, tolerant to stress.
·        
Being a Christian; adhering to the Christian
identity of ZOA.
