vulnerable population groups. The Ministry promotes issues of labour
productivity and employment, social protection, gender equality, equity, human
rights, culture and empowerment; overall, the Ministry aims to achieve a better
standard of living, equity and social cohesion. 
About Green Jobs:
The Government
of Uganda through the Ministry of Gender, Labour& Social Development has
designed and started a Programme on Promotion of “Green” Jobs &
Fair Labour Market in Uganda, FY 2015/16-20/21 that is aimed at fighting
unemployment, decent work deficits, and workplace unsustainable environment
practices in the Country. The Programme is aimed at creating “green” jobs for
both graduates and non-graduates. It should be noted that Jobs are green when
they help reduce negative environmental impact and promote safety and health at
work ultimately leading to environmentally, economically and socially
sustainable enterprises and economies. The goal of the programme is to promote
“green” jobs and fair labour market in Uganda. The specific objectives
of the Programme are;
·        
To reduce occupational accidents and diseases and
industrial pollution at workplaces sector (Jua-kalis )
·        
To promote external (abroad) employment through
provision of capital to potential migrant workers and enhancement of placement
and monitoring systems.
Job Summary:  The Programme Manager will be accountable for
management of cost effective, efficient and secure operations, in support of
management, administration and implementation of the Country Programme,
consistent with operations of all other Lenders and Government of Uganda
planning, implementation and Monitoring and evaluation requirements in
accordance with the Strategy, Plans and Decisions made by National
Implementation Technical Committee. Moreover, the incumbent is expected to
coordinate collaboration with all UN agencies and other Development Partners to
accelerate implementation of the Harmonized Programme Business Practices
Initiatives in the context of Lenders and Government of Uganda coherence. The
incumbent will also provide leadership and guidance in operations to a
gender-balanced, multidisciplinary team of professionals. The job holder will also
be responsible for creating partnership and mobilising financial resources from
Development Partners to implement the Programme. The Programme Manager will steer
the initiation, development/formulation and implementation of Programme
Policies, Laws, Regulations, Technical Guidelines, Plans, Strategy and Code of
conduct.
Key Duties and Responsibilities: 
1.
Effective operations of financial, resource mobilization, information &
communication technology, supply & logistics, human resource and
administrative management:
·        
The incumbent will supervise and ensure the
effective, equitable and efficient operations of the office’s finance,
information & communication technology, human resource and administrative
systems to support and facilitate the attainment of programmatic goals and
objectives by meeting changing operational requirements.
·        
Management of the Public Private Partnership
function to ensure adherence to Government policies and procedures. Ample coordination
with Programme and Communication to ensure synergy and cross-collaboration for
effective fund-raising activities.
·        
Offers timely technical support to sub-components
that fall under other agencies as necessary.
·        
Ensures effective operations that promote gender
sensitivity and gender parity
2.
Policy Initiation/Formulation/implementation and / or interpretation and
application:
·        
Initiate/formulate/develop sub programs/programme
components on Youth Employment Schemes like Internship, Apprenticeship and
Volunteerism; National Productivity Centre and Social Business Skills; Informal
Sector Support; Local Government Support; Private Sector Support; Green Growth
Strategy in the Social Development Sector; Labour Market Information System;
Functional Business Shelters for graduates and non graduates; Functional
Occupational Safety and Health Management systems; Functional Revolving Fund
with Commercial bank for Ugandan migrant workers aboard; Functional
Occupational Accidents and Diseases Information Prevention Tracking System
·        
As technical professional and senior manager,
provides accurate and policy interpretation and organizational policies and
procedures in the management of finance and administrative functions through
the provision of technical leadership and operational guidance to the country
office.
·        
Significantly contributes to global and regional
strategic planning and policy changes/formulation on operational matters as
necessary; Provides technical input to contribute to the establishment of
operational guidelines in close coordination with all stakeholders
·        
Implements the effective communication, training,
roll-out, monitoring and evaluation of new operational initiatives, guidelines
and procedures
3.
Fiduciary integrity/responsibility for funds and assets
·        
The Programme Manager safeguards the financial
resources entrusted to the office by advising on and/or managing financial
assets, financial planning and cash management activities and by recommending
improvements to the financial and administrative management systems and
procedures.
·        
Accountable for fiduciary integrity/responsibility
for funds and assets taking decision on all operational and financial
transactions, disbursement of funds, and administrative arrangements.
·        
Ensure efficient, cost-effective and transparent
utilization of resources through knowledge and technology transfer between
stakeholders and consistency of approaches. Negotiate cost effective
contractual arrangements with service providers as well as with implementing
partners as required.
4.
Leadership in strategic planning and policy formulation in the areas of
operations
·        
Plays a leadership role in strategic planning and
decision-making within the Programme Operations. Take initiative in development
of improved management systems. Provides sound professional input and oversight
to the development, reform and change of employment and labour productivity
policies, including financial, human resource and administrative policies,
systems and procedures that secure the highest standard of efficiency and
competence in staff.

Participates in global and regional strategic
planning and policy changes, including formulation on operational matters;
provides authoritative advice from technical, operational and administrative
perspectives to contribute to the improvement and establishment of operational
guidelines, including those that strengthen employment and youth policy in
programming. Negotiate cost effective contractual arrangements with service
providers as well as with implementing partners.
5.
Office Services:
·        
Ensures the provision of basic office services
including space management, equipment, communications and security to enhance
staff safety and productivity.
·        
Under the auspices of the Technical Implementation
Committee, support approaches for enhancing Ministry of Gender, Labour &
Social common services to attain efficiencies and effectiveness.
·        
Play and actively participates in the Ministry of
Gender, Labour and Social Development management meetings, coordinate with
stakeholders, based on the agenda agreed to plan and implement the Harmonized
Programme Business Practices Initiatives in the context of National Development
Plan and Sector Development Plan.
6.
Programme Planning and Management:
·        
Manages the development of the finance, budget and
administrative components of the ProGreL in a timely manner; participates in
the review of office structures and operations, and compilation of required job
profiles, prior to budget preparation, in line with the programme commitment;
contributes to the preparation of budget and the accompanying justification and
documentation.
·        
Actively participates in the programme strategy,
development, planning and preview/reviews meetings to identify technical and
operational requirements. Within the framework of the ProGreL, coordinate and
contribute towards human resources planning.
7.
Compliance and Internal Control
·        
Rigorously monitors and manages budget processes.
Ensures all other operational reporting requirements are fully met for the
office.
·        
Monitors compliance with all operational systems and
procedures and ensures integrity in all financial and other administrative
operations of the office.
·        
Serves as the focal person for office management
indicators; ensures all other operational reporting requirements are fully met
for the office; in collaboration with the National Programme Director, ensure
the implementation of agreed audit recommendations; advises on corrective
measures to be taken and establishes relevant internal controls.
·        
Develops training activities to ensure effective
operational performance and efficiency.
·        
Supports all zone offices on day to day policy and
continuously provides procedural guidance on areas related to contracting,
staff retention / motivation and contributes to the well-being of staff.
·        
Prepares documentation in support of transaction
management, accountability enforcement – Role Mapping, segregation of duties
including Risk profile updates and ensures that staffs understand the
operational risks and mitigations in place.
·        
In light of the above oversees all office
transactions and ensure they are processed in time, monitored and based on a
cost effective approach thus leading to operational efficiencies and
effectiveness in the overall management of the Programme
8.
Staff Learning and Development:
·        
Develops training activities to ensure effective
operational performance and efficiency. Develops and implements effective staff
learning and development programme activities for both programme and operations
staff on operational matters for capacity building. Plans and conducts
operations workshops/learning programmes for organizational competency
building, staff development, learning and career development. Provides coaching
and counseling to the staff on performance enhancement/development. Liaise with
knowledge institutions to explore capacity development of staff. Shares best
practices in promoting gender awareness and equity in operation.
9.
Partnership, Coordination and Collaboration:
·        
Maintains Development Partner and Government relations;
resolves issues pertaining to conditions of service, operational facilities and
privileges; Ensures adherence to financial regulations and rules pertaining to
Direct Cash Transfers (DCT) and Grants.
·        
Coordinate with National Programme Director to identify
needs for orientation and training of Government counterparts and implementing
partners, in Lenders operations policies and procedures and coordinate
contribution to the planning and implementation of capacity building of these
partners accordingly.
·        
Guides Permanent Secretary on finance, human
resource and administrative matters providing guidance on all operational
submissions for the approval; briefs the Permanent Secretary on financial,
human resource and administrative policies and procedures providing
authoritative advice; provides technical guidance and oversight to junior
Operations staff and swiftly resolves operational issues.
·        
Works closely with the Directorate of Labour,
Employment Services and Occupational Safety and Health to support policy formulation
in the area of operations; advises on the applicability of new policy
directives. Makes substantive recommendations on the improvement of systems and
internal controls, planning and restructuring and resolution of sensitive
issues and problems, taking into account the prevailing conditions in the
locality.
·        
Establishes and maintains all consultative and
management committees; Organizes and trains committees in compliance with the
lenders’ guidelines.
·        
Collaborates with Heads of Department in the providing
creative problem solving in support of programming activities while maintaining
sound internal operational controls.
·        
Represents the office in meetings with local banks
and administrative suppliers; negotiates locally issued contracts as well as in
meetings with other Development Partners for example the UNDP to coordinate
operational matters and activities. Coordinates field emergency services.
Qualifications, Skills and
Experience: 
·        
The applicant must hold an advanced University
degree (Master’s) in Business Administration, Economics, Engineering, Human
Rights, Computer Science, Business Computing, Environmental management or
directly-related field.
·        
In addition, the applicant must possess a Bachelor’s
university degree as per the areas identified above.
·        
Possession of valid professional certification of
Project Management is an added advantage
·        
At least ten years of relevant experience, at the
national and/or international levels, in programming and management, project
management, finance, resource mobilization, budget, accounting, ICT is
required.
·        
Practical experience in a supervisory/managerial
capacity is required.
·        
Fluency in English (written and verbal) is required.
