where access for mental health treatment is extremely limited. We presently operate in Uganda, a
post-conflict and highly impoverished country where 1 out of every 4 adults
suffers from depression. As the only
organization with a model specifically designed to scale a solution for
depression in Africa, we provide a simple, innovative and cost effective
approach. Group interpersonal
psychotherapy, facilitated by trained community workers, is a proven technique
which helps these depressed women return to and maintain their full mental
health. Ultimately, StrongMinds helps
women who suffer from depression to turn around their lives, and those of their
family.
for providing support in the various human resource functions; recruitment,
staffing, training and development, performance monitoring, and employee
welfare and counseling. The Human Resource Officer provides HR advice and
assistance to supervisors and staff. This may include information on training
needs and opportunities, job descriptions, performance reviews and personnel
policies of StrongMinds Uganda (SMU). The HRO also oversees the staff
recruitment process. The Human Resource Officer provides advice and support to
supervisors and staff selection committees and ensures that they have accurate
and timely information in order to make effective decisions. The HRO is one of
the management positions in SMU and the incumbent plays a key role in decision
making.
Provide support to supervisors and staff to develop the skills and capabilities
of staff:
Ensure that accurate job descriptions are in place
Provide advice and assistance when conducting staff
performance evaluations
Identify training and development opportunities
Organize staff training sessions, workshops and
activities
Process employee requests for outside training while
complying with policies and procedures of SMU
Provide basic counseling to staff who have
performance related obstacles
Provide advice and assistance in developing human
resource plans
Conduct staff orientations
Access funding for training and assist in writing
proposals.
Monitor staff performance and attendance activities:
Rigorously monitor daily attendance.
Investigate and understand causes for staff
absences.
The incumbent recommend solutions to resolve chronic
attendance difficulties.
Provide basic counseling to staff who have
performance related obstacles.
Provide advice and recommendations on disciplinary
actions.
Actively monitor scheduled absences such as holidays
or travel and coordinate actions to ensure the staff absence has been
adequately covered off to ensure continuity of services.
Inform affected staff or residents of unexpected
absences from work and coordinate actions ensuring the continuity of services
such as cancellation of events and or programmes.
Coordinate staff recruitment and selection process in order to ensure a timely
organized and comprehensive procedure is used to hire staff.
Provide advice and assistance to supervisors on
staff recruitment
Prepare notices and advertisements for vacant staff
positions.
Schedule and organize interviews
Take part in applicant interviews
Carry out independent reference checks on possible
candidates
Prepare, develop and implement procedures and
policies on staff recruitment
Inform unsuccessful applicants
Carry out exit interviews
Provide information and assistance to SMU staff, supervisors on human resource
and work related issues.
Develop and implement a human resources plan and personnel
management policies and procedures in respect to Uganda labor laws.
Actively promote workplace safety.
Provide advice and assistance to staff and
management on pay and benefits systems.
Research and monitor human resource systems in other
organizations within Uganda to ensure SMU operates in accordance with in
contemporary environment.
Explain to SMU staff and changes and provisions of
the personnel policy.
Explain employment standards and legislation such as
workers compensation, labor standards as Uganda’s labor law.
Manage and coordinate employee transfers and
benefits thereof.
Perform other related duties as required.
Experience:
The ideal candidate for the StrongMings Human
Resource Officer vacancy must hold a bachelor’s degree in Human Resource
Management
A minimum of two years’ experience in a reputable
organization or related qualifications with a post graduate training in Human
Resource Management.
Working knowledge and an understanding of Uganda’s
labor laws /legislation, policies, etc
Knowledge of job descriptions procedures and performance
review methods
Broad understanding of Uganda’s cultural dynamics
Knowledge of staff training, development and
environment recognition
Broad knowledge and an understanding of the roles,
mentoring, and coaching SMU staff and or partners
Proven supervisory skills
Effective written communication team building skills
Good problem solving skills
Basic counseling skills, policies and procedures
Good negotiations skills
Highly effective public relations
Computer skills including the development skills and
ability to operate spreadsheets
Stress management skills interviewing skills at a
highly proficient level
Time management skills
Maintain standards of conduct be respectful
Possess cultural and political awareness and
sensitivity
Highly flexible
