About USAID UHSC Project:
Management
Sciences for Health (MSH) is implementing a USAID-funded project called the
Uganda Health Supply Chain, a five year program supporting the Government of
Uganda’s health system to improve the availability and accessibility of
essential medicines and health supplies (EMHS). The expected results of are
to:1) strengthen national policies and strategies and support cost-effective,
equitable, and transparent utilization of EMHS resources; 2) strengthen country
capacity for effective management and utilization of EMHS; and 3) increase
availability and access of EMHS among priority populations.
Job Summary: The Procurement
Associate will mainly be responsible for performing administrative clerical
duties relating to procurement of goods and services in compliance with MSH
procurement policies and procedures and preparing LPOs as assigned by
supervisor. The Procurement Associate is aware of, and adheres to MSH’s
procurement integrity standards in all activities.
Key Duties and Responsibilities:  
1.
Preparation of Purchase Orders (50%)
·        
Support the Procurement Specialist in preparing LPOs
for generic and routine procurements.
·        
The incumbent will also prepare PRs with supporting
information to provide to Procurement Specialist for next steps
·        
Receive purchase requests, confirm specifications,
quantities, requesting samples (where necessary) and ensuring PR completeness
before registering it for process
·        
Collect quotes/proforma invoices from vendors on
approved/verified purchase requisitions.
·        
Carry out Preventing Terrorist Funding for vendors
using Excluded Parties List Violation (EPLS) for vendor selected to supply
goods/services.
·        
Ensure that actions are governed by the highest
standards of personal and business conduct as stipulated in the Procurement
Policy Guidelines.
2.
Filing and Tracking of documentation (30%)
·        
Quickly respond to inquiries or refer same to
relevant person within the procurement team or to the relevant unit.
·        
Maintain procurement tracker to ensure it is updated
on a daily basis
·        
Perform general clerical duties such as maintaining
procurement files; checking document completeness and liaising with supervisor
to ensure all purchase documents are on file for easy reference including
copies of purchase request, price reasonableness form or quotations, purchase
orders, delivery notes and invoices before recording the process as compete.
3.
Receipt of goods (10%)
·        
Where assigned to receive goods, verify quality and
quantity in reference to the LPO
·        
Communicate to Requestor when goods are delivered.
4.
Other 10%
·        
Contribute to maintaining teamwork, discipline sound
work relationships and productivity.
·        
Perform other duties as may be assigned from
time-to-time (10%)
Qualifications, Skills and Experience:  
·        
The ideal candidate for the USAID MSH vacancy must
hold a Degree in Procurement or equivalent training
·        
At least two to three years of procurement
experience.
·        
Strong computer skills in word processing and spread
sheets, and e-mail.
·        
Excellent organisational skills, attention to
detail, able to take initiative and ability to work under time constraints and
meet deadlines.
·        
Ability to perform clerical work with a high degree
of accuracy and ability to apply established procedures to varying situations.
·        
Good communication/ customer care skills; written
and spoken proficiency in English.
