About MasterCard Foundation DYNAMIC
Programme:
Working in
consortia with GOAL, VSO and Restless Development, the Driving Youth-led New
Agribusiness and Microenterprise (DYNAMIC) program which will strengthen
systems and facilitate creation of sustainable economic opportunities for
disadvantaged youth. The goal is to increase the number of youth in secure
employment/self-employment and to promote agricultural market systems for
youth. DYNAMIC will reach 125,000 out-of-school youth aged 15–24 in eight
districts of northern Uganda over five years.
Job Summary:  The Monitoring, Evaluation & Learning
Officerb will be responsible for the routine implementation of M&E
activities for DYNAMIC program funded by MasterCard Foundation. One of the
primary roles is to support the further development and implementation of the
monitoring and evaluation system that will provide information at project,
program and country office level for measuring the outcomes and impact of
Consortia’s support to partner organisations. In addition, the incumbent will identify
and share lessons learned through DYNAMIC and partner interventions in order to
learn from and improve practice, and contribute to a continuous improvement of
the quality of our work.
Qualifications, Skills and
Experience: 
·        
The applicant should hold a bachelor’s degree in
social sciences, development studies or related subject.
·        
A minimum of three years’ experience of working in
the field of M&E
·        
Detailed knowledge and understanding and skills in
MEL, project cycle, logical frameworks and participatory monitoring.
·        
Prior exposure, experience and strengths in
qualitative and quantitative research and analytical skills.
·        
Strong knowledge and experience of data software and
management systems
·        
Previous experience of coaching and building
capacity of others in M&E
·        
Experience of working effectively as a team with
colleagues based in different locations
·        
IT literate (Microsoft office and data management
software data packages)
·        
Excellent communication skills (written, spoken)
·        
Practical experience of applying development issues
within programme monitoring and evaluation system.
·        
Must be willing to travel extensively within and
outside the region as may be required.
