Service Commission (ESC) is established by article 167 91) of the 1995 Constitution
of the Republic of Uganda and article 168 (1) sets out its functions, authority
and autonomy in implementing its mandate. The vision of Education Service
Commission is to see “quality education delivered by efficient and effective
education service personnel.”
The incumbent will serve as the overall head of the
Pre-Primary and Primary Education Standards Department.
Offer expert advice on Pre-Primary and primary
curriculum development and implementation.
Actively monitor the implementation of policies
relating to the subjects taught in Pre-Primary and Primary and related
Monitor Pre-Primary and Primary education standards.
Guide on syllabus development and subject assessment
in the Pre-Primary and Primary Sub-sector in liaison with National Curriculum
Development Centre and Uganda National Examinations Board.
Advise on Early Childhood Education in consultation
with National Curriculum Development Centre and Uganda National Examinations
Perform any other duties as may be assigned by the Director,
The ideal candidate should preferably hold a Master’s
Degree in Education or Education Planning and Management from a recognized
University or Training Institution.
Possession of a Bachelor’s Degree in Primary
Education from a recognized University or Training Institution.
Registered as a teacher with the Ministry of
Education Science, Technology and Sports.
A minimum of twelve (12) years working experience,
three (3) of which should have been at Assistant Commissioner Level in
Education and Training field.
