Refugee Council (NRC)
Refugee Council (NRC) is a non-governmental, humanitarian organization with 60
years of experience in helping to create a safer and more dignified life for
refugees and internally displaced people. NRC advocates for the rights of
displaced populations and offers assistance within the shelter, education,
emergency food security, legal assistance, and water, sanitation and hygiene
sectors.
Refugee Council (NRC) has been implementing projects for Internally Displaced
Persons and Refugees in Northern Uganda, West Nile and South Western
respectively, since 1997. Having smoothly phased-out by end of August 2014 in
the North, NRC reopened from September 2014, to compliment efforts of the
Government of Uganda and UNHCR in supporting the South Sudanese Refugees
currently settled in the Districts of Adjumani and Arua in West Nile. With

The incumbent will implement NRC’s financial
systems, routines and procedures at national level
Maintain overall budget control and monitor cash
flows
Ensure that budgeting, accounting, year-end
procedures and other financial processes take place in adherence to Financial
Handbook, other NRC policies and donor and auditor requirements
Oversight of financial team at country office
Responsible for the training, development and
internal “audits” of financial teams in all offices
Technically support and train line managers with
budget responsibilities
Provide Country Director and programme staff with
monthly financial analysis and reports
Implement the anti-corruption policy
Experience:
The applicant should hold a good university degree,
preferably business administration, financial management OR other relevant
educational background combined with relevant professional experience.
Professional qualifications e.g. ACCA, CPA etc
At least five years’ experience from working as a
senior Financial Manager in a humanitarian/recovery context
Past exposure and experience from working in complex
and volatile contexts
Documented results related to the position’s
responsibilities
Working knowledge about own leadership
skills/profile
Solid knowledge of computer software and modern
accounting systems
Solid experience of work with windows based computer
software, and modern accounting-systems
Ability to plan for different sets of scenarios in
relation to budgets and plans
Demonstrated skills and experience in report writing
Fluency in English, both written and verbal
Knowledge of Uganda and the region
Hold a valid driver’s license
Strong communication, interpersonal, analytical and
negotiation skills
Political and cultural awareness
