Frontières (ASF) is a Belgian founded international NGO composed of advocates
and lawyers who work independently to contribute to the creation of fair and
equitable societies. The organization aims to achieve this objective through
field interventions in the judicial sphere, and a range of legal services. Its
active and supporting members as well as employees working in the secretariat
and field missions make sure that its functioning develops based on the highest
professional standards. Currently, ASF implements long-term projects in Uganda,
Burundi, Democratic Republic of Congo, Chad, Central African Republic, and
Key Duties and Responsibilities: 
The incumbent will be in charge of preparing and
managing project budgets, in collaboration with the Head of Mission
Control budget expenditures and forecasts, analyze
them in connection with activities’ progress and project objectives,
Manage overall project expenditures at national
Responsible for cash flow management
Aggregate recording and classification of
expenditures, banking and petty cash functions, supervise bank accounts
management and relationship with the bank
Prepare and submit timely financial reports in
accordance with donor requirements and ASF procedures
Ensure ASF procedures and donor rules are followed,
and support audits and financial reporting
Organise and support the recruitment process of
national staff
The incumbent will manage all human resource and
personnel issues
Implement and support security measures for the
office, vehicles and staff as required.
Qualifications, Skills and
The applicant must have five years’ experience in
financial management, including two years in a similar role in a development context,
preferably with an NGO.
Two years’ experience related to administration or
High level of computer literacy (knowledge of
well-known NGO accounting software, ideally SAGA, Excel, Word),
Good capacity and experience in systems development
and documentation,
Excellent interpersonal skills and multi-tasking
Demonstrated sense of diplomacy and negotiation,
Broad knowledge and understanding of humanitarian
work, with experience in a multicultural working environment,
Capacity to work in a demanding environment and
desire to take on challenges,
Working knowledge of French is an advantage
