Water and Environment through the Directorate of Water Development has over the
years constructed numerous piped water supply systems across the country to
improve delivery of clean and safe water to our population. However,
sustainable and efficient operation and management of these piped water supply
systems still remains a challenge due to among other factors the inadequate
framework for effectively regulating piped water services.

dedicated Regulation Unit within the Directorate of Water Development, which
has now been upgraded into a Department of Water Utility Regulation, to execute

targets in relation to asset management, technical inputs and operational
performance, monitor operational performance and ensuring compliance with

Create technical performance data (large & small
towns, RGCs and Umbrellas) and develop trends with action points
Actively monitor the implementation of technical
targets outlined in approved business plans
Develop and monitor the implementation of preventive
maintenance schedules in small towns and umbrella organizations
The incumbent will support other engineers in the
department in the implementation of technical backstopping activities
Offer technical support and oversight to Water
Boards, Umbrella Organizations and Private Sector Actors engaged in the
management/ provision of water supply services
Support small towns in the development and continuous
update of Asset Registers including specification of electro-mechanical
equipment
Conduct routine and special technical audits of
water supply system operations
Support small towns in accessing key documentation
i.e. Operational Manuals, As-built drawings, etc
Attend site meetings and coordinate with other
sector agencies on technical activities
Any other duties as may be assigned from time to
time
Responsible for the capacity building of Urban Local
authorities and Private water operators
Quarterly synthesized technical report of town
performance with trends and key action points
Technical audit reports
A record/list of small towns with as-built drawings
Asset Registers for Small Towns
The applicants should possess Bachelor’s Degrees in
Civil Engineering.
Possession of post graduate training in water
resources management or water supply is an added advantage.
At least two years of professional experience in
water and sanitation sector and significant experience in working with local
governments
Good understanding of local governments’ regulations
is desired
