Water and Environment through the Directorate of Water Development has over the
years constructed numerous piped water supply systems across the country to
improve delivery of clean and safe water to our population. However,
sustainable and efficient operation and management of these piped water supply
systems still remains a challenge due to among other factors the inadequate
framework for effectively regulating piped water services. In order to
address regulatory challenges facing the sector, institutional reforms are
being implemented. One of such interventions was the establishment in 2009 of a
dedicated Regulation Unit within the Directorate of Water Development, which
has now been upgraded into a Department of Water Utility Regulation, to execute
regulatory functions. The mandate of the Water Utility Regulation Department is
to set standards for services provided to consumers, set requirements and
targets in relation to asset management, technical inputs and operational
performance, monitor operational performance and ensuring compliance with
contractual obligations, monitor and enforce service standards and review
Business Plans and proposed tariffs.
will render support to the regulation function of the Department through data
analysis, review and management.
Keenly analyze performance data (large & small
towns, RGCs and Umbrellas) and develop trends to bring up salient issues for
action
Initiate and/or develop data collection and analysis
tools/ schedules in coordination with water operators and Urban Local Councils
Keep track of the implementation of water tariffs
and continuously report on implications of tariffs adjustments
Guide towns in development of business plans and
keep track of the implementation of approved business plans
The incumbent will also support other sociologists
in the department in implementation of software activities
Offer technical support and supervision to Water
Boards, Umbrella Organizations and Private Sector Actors engaged in the
management/ provision of water supply services
In charge of tracking the utilization of all
subsidies from the Ministry with a view of ensuring that they create an impact
on the towns
Keep up-to-date information systems on functional,
non-functional and designed urban water systems.
Responsible for the capacity building of Urban Local
authorities and Private water operators
Carryout Management audits on water supply system
operations
Support the budgeting function within the Division
as required from time to time
Perform any other duties as may be assigned from
time to time
Quarterly synthesized report of town performance
with key recommendations
Up-to-date database of status of all water supply
schemes under the Water Authorities Division mandate
A record/list of tariff regimes and approved
business plans in all small towns
Management Audit reports
List of all Small Towns
List of tariffs
List of Conditional grant allocations
Experience:
The ideal candidate should hold a Bachelor’s Degree
in Economics, Statistics or Quantitative Economics.
A Post Graduate training in a related field is an
added advantage.
At least two years’ professional experience and
significant experience in working with local governments
Broad knowledge and understanding of local
governments regulations is vital.
