About USAID Intra Health SHRH Project:
The purpose of
the Strengthening Human Resources for Health (SHRH) project is to strengthen
the capacities of central ministries, districts, health professional councils,
PNFP and health training institutions to effectively and efficiently plan,
manage and utilize the health workforce; and strengthen systems for sustained
health worker performance to improve health outcomes for the people of Uganda.
Job Summary: The Program
Officer, Human Resource Management will support the Senior Advisor, Human
Resource Management by developing and implementing the human resource
management strategy for national, district, and health facility levels. The
incumbent will assist  the Senior
Advisor, Human Resource Management in providing technical assistance to health
leaders and managers to implement the human resource management system
including recruitment, employment, salaries and benefits, retention to improve
health worker performance and productivity at national, district, and health
facility levels.
Key Duties and Responsibilities: 
·        
Supporting country-level counterparts and
stakeholders in the public and private sector in reviewing, designing and
strengthening systems such as HRH assessments, recruiting and deployment
systems, and performance management systems at the national and regional level.
·        
Render support to health sector leaders and managers
to review HR legislative policies, operational practices and procedures, build
capacity and improve systems (such as recruitment, deployment, salaries and
benefits, retention, performance management) in order to improve the quality
and availability of health services in all parts of Uganda, especially in
remote and low resource geographic locations.
·        
Be responsible for building working relationships with
and between stakeholders, conducting assessments to determine the best
interventions and approaches to address pressing problems, designing,
implementing and monitoring appropriate training activities and interventions
and building local capacity in managing their health sector human resources.
·        
Oversee documenting best practices in technical
papers and in analyzing and adapting innovative tools and resources for use by
Uganda and other developing country health sector leaders.
·        
Play a focal role in HRM programming to strengthen
the capacity of the MOH HRM and HRD Departments to perform a more strategic
role in terms of management and production of health workers. Offer technical
leadership in sharing and developing new and improved strategies, tools and interventions
for improved human resources availability and productivity and in documenting
evidence of success or lack of success for the interventions
·        
Build capacity in the central and the sub national
public health sector to strengthen their HR management systems, especially
systems such as recruitment, deployment, retention and motivation, and
performance management systems.
·        
Build local professional capacity and expertise in
human resources management and personnel policies and develop innovative
strategies for building this local capacity at national and district levels.
·        
Provide the linkages required within the public
health sector and with training institutions to support the development of a
pool of HRH experts for the country.
·        
Identify and utilize best practices for task
shifting and advocate for adoption by the MoH and professional councils of task
shifting strategies.
·        
The incumbent will develop MoH and district capacity
in application and use of Workload Indicators of Staffing Need (WISN)
approaches to determine appropriate staffing patterns at different facility
levels, and advocate for the use of WISN as the MoH standard for setting
staffing norms.
·        
Perform any other duties as assigned by the Senior
Advisor Human Resource Management.
Key Performance Indicators:
·

Qualifications, Skills and
Experience: 
·        
The applicants should hold an advanced degree in
Public Health, Epidemiology, Economics, Biostatistics, or a Social Sciences
field related to human resources for health (e.g., management, public policy).
·        
At least six years’ working experience implementing
or managing HRH or related activities in Uganda, including involvement in several
of the following areas: National HRH assessment, workforce policy and planning,
human resource development and management, development and deployment of human
resource information systems, leadership development, workforce projections and
costing, performance improvement, delivering or evaluating education for health
professionals.
·        
A minimum of three years’ of the working experience
should have been served at a Senior level of Principal Officer in Government or
in a reputable organization in the private sector.
·        
Broad knowledge and experience working with the
Uganda health care system, the Ministry of Health, District Government, and
other development organizations in Uganda is a plus.
·        
Significant experience and functional familiarity
with HRIS or similar systems, or ability to develop those skills quickly
·        
Demonstrated ability to carry-out analysis of HRH
issues; and sound costing of interventions to motivate resource allocation for
HRH.
·        
Prior experience working on USAID-funded projects
highly desirable
·        
Show commitment and record of achievement to
building the capacity of local partners.
·        
Excellent verbal and written English communication
skills.
·        
Computer literacy in MS Office applications
including Word, Excel, PowerPoint; Outlook.
