About USAID GHG Program:
Maternal and
child health & nutrition is one of the key programmatic focus of Growth
Health and Governance (GHG) project. The purpose of the position is to provide
technical support in implementation of maternal and child health in GHG for
Kotido, Kaabong and Abim to ensure alignment with the National health strategy
& HSSIP III. The position is to assist the project to develop the capacity
to effectively implement maternal and child health initiatives as indicated in
the project design documents. Special focus will be on implementing key
intervention models and program packages for community based maternal and child
health interventions in Karamoja.
About USAID SUSTAIN Program:
The goal of
SUSTAIN’s Maternal and Child Health & Nutrition program is to apply
effective and innovative approaches to broadening access to and use of key
Maternal and Child Health and Nutrition interventions that address the leading
causes of maternal and child mortality, poor health, and poor nutritional
status. The approach includes an emphasis on community-level action; a focus on
improving the quality of existing health services, as well as improving
preventive and curative care provided at home through the 1000 days approach; a
commitment to reaching underserved communities; a focus on working to
understand and remove existing barriers to high-quality care; and mobilization
of social and political support at all levels to create and sustain an enabling
environment for the delivery of key interventions.
Key Duties and Responsibilities: 
·        
The incumbent will be responsible for the capacity
building of health workers and communities to assist them in developing high
quality maternal &child health and nutrition programs
·        
Carrying out capacity assessment and facilitating
GHG to design capacity building plans
·        
Responsible for drawing a national TA plan and
support in cascading training programs and rolling out key intervention models
in line with the project design
·        
Take part in the GHG strategy development and
priority setting for maternal and child health interventions
·        
Steer the formulation and implementation of an
M&E framework for MCH programs in the country
·        
Participate in district MCHN coordination forums and
priority setting for key maternal and child health interventions in line with
the project design.
·        
Provide technical guidance and support to
ADPs/Clusters in conducting situation analysis, baseline survey and program
design pertaining to MCH programs
·        
Bring state-of-the-art technical knowledge and
skills to the team for capacity building and program implementation
·        
Effective use of Information, Education, and
Communication (IEC) materials
·        
Ensure timely dissemination of global strategy, best
practices and updates to the regional leadership and NOs
·        
Coordinates the development and rolling out of MCH
and nutrition guidelines and approaches for programming and ensures they are
tailored to the different contexts.
·        
Work closely with other sectors in the region to
ensure that MCH outcomes are integrated across sectors and programming.
·        
Align and promote coherence and direction in MCH and
nutrition strategies and assure priorities are accomplished.
·        
Participate in National health and nutrition working
group calls and meetings
·        
Perform any other tasks to be assigned by the
National health and HIV&AIDS director or Deputy Chief of Party.
Qualifications, Skills and
Experience: 
·        
The applicant should hold a master’s degree
(preferred) in Nutrition, Public Health or any other closely related technical
field.
·        
At least three years’ experience in MCH, Water,
Sanitation and Hygiene program design, implementation, M&E, research and
policy, and strategy development.  
·        
Skills in resource mobilization including proposal
writing, report writing, networking and representation.
·        
Excellent interpersonal communication skills and
excellent written and analytic skills.
·        
Working knowledge of WASH sector policies and
guidelines e.g. the National Water policy.
·        
Detailed knowledge in water, hygiene and sanitation
participatory methodologies like PHAST, CLTS, Sanitation Marketing, Behavior
Change Communication and other related innovative hygiene and sanitation
approaches (incl. sanitation value chain) that are necessary for the promotion
of hygiene and sanitation interventions at scale
·        
Prior experience and skills in networking with other
NGOs, government partners, and local community-based organizations.
·        
Broad awareness of the importance of integration of
water supply, sanitation and hygiene promotion into other development thematic
areas like health, education, environment protection, household economic
security, child protection and people living with disabilities, commercial and
private sector partnerships
·        
Ability to build effective teams, promote
coordination and collaboration
