About USAID FtF Project:
Chemonics
International Inc is implementing the USAID Feed the Future Uganda Enabling
Environment for Agriculture (EEA) Activity. The five-year Activity (April 2013
– April 2018) provides technical assistance at primarily the policy and central
government levels to increase the value of agricultural production and trade –
in the coffee, maize, and beans value chains, and agricultural inputs – and
improve resilience to climate change by increasing the capacity of counterparts
in Uganda to identify and address high-return policy and regulatory priorities.
Job Summary: The Senior
Climate Change Specialist will be responsible for supporting EEA’s efforts to
building the capacity of government and non-governmental actors in
understanding and strategizing around climate change and its impact on the
agriculture sector in Uganda. The incumbent will also supervise three Climate
Change Officers and consultants.
Key Duties and Responsibilities:
·        
In charge of building Government of Uganda (GoU)
knowledge, skills, and attitudes needed to make rational and informed decisions
on climate change adaptation issues to support in the reduction of risk and
vulnerability in the long term and incentivize the private sector and civil
society
·        
Managing efforts to locate gaps in climate change
research, data analysis, and response and strengthen collaboration,
cooperation, and judicious use of resources among donors, the GoU, the private
sector, and civil society
·        
Responsible for emphasizing improved climate change
data and analysis for decision-making and informing key service delivery
approaches and messaging
·        
Working closely with the GoU to foster transformation
of the use of agricultural inputs in ways that respond to the environmental,
social, cultural, economic, and governance context
·        
Supporting the Climate Change Department (CCD) of
the Ugandan Ministry of Water & Environment (MWE) in implementation of the
Climate Change Policy Support links within and across ministries to meet
objectives of sector policy priorities.
·        
In charge of carrying out research on climate change
needs and innovations and working with the GoU to prioritize areas for
scaling-up of research, data analysis, planning, and implementation
·        
Technically support the Ugandan Ministry of
Agriculture, Animal Industry, and Fisheries (MAAIF) and other GoU entities to
ensure their field programs and- budgets are “climate proof.”
Qualifications, Skills and Experience:
·        
The ideal candidate for the Senior Climate Change
Specialist should hold a Master’s degree in environmental science, natural
resources management, meteorology, climate science, agriculture, or other
relevant field (a Bachelor’s degree in a relevant field and four years of
experience could be substituted for a Master’s degree).
·        
At least five years’ experience in climate change
adaption within the natural resources or agriculture sectors.
·        
Experience in Uganda with public sector
institutional strengthening for climate change and its related effects on
agriculture.
·        
Excellent track record of achieving results in
similar types of institutional strengthening activities.
·        
Past exposure and experience with donor-funded
projects or non-governmental organizations (NGOs); experience with USAID
projects preferred.
·        
Demonstrated high level of technical, analytical
writing, and interpersonal skills.
·        
Demonstrated ability to cultivate collaborative
relationships with public and private stakeholders.
·        
Proven ability to proactively identify and solve
problems. .
·        
Strong and effective verbal and written
communication skills; good public speaking skills.
·        
Ability to work collaboratively and in a team, but
also independently with minimal supervision.
·        
Excellent organizational, prioritization, and
multi-tasking skills.
·        
Demonstrated leadership, versatility and integrity.
Ugandan citizenship required.
·        
Fluent written and spoken English required.
