About Projects:
The Government
of Uganda, through the United Nations Development Programme (UNDP) with funding
from the Global Environment Facility (GEF) is implementing the project on
“Strengthening climate information and early warning systems in Africa for
climate resilient development and adaptation to climate change (SCIEWS)
Uganda”. This is part of a wider Programme on Climate Information for Resilient
Development for 11 Least Developed Countries in Africa (CIRDA). The project is
being implemented by the Ministry of Water and Environment (MWE), in
collaboration with other responsible partners including: the Department of
Relief, Disaster Preparedness and Management (DRDPM)/Office of the Prime
Minister (OPM); the Ministry of Agriculture, Animal Industries and Fisheries
Resources (MAAIF); The Ministry of Local Government (MoLG); The Uganda
Communications Commission; The Ministry of Finance, Planning and Economic Development
(MoFPED). The Uganda National Meteorological Authority (UNMA) and the
Department of Water Resource Management (DWRM) under the MWE are the immediate
beneficiaries of the project.
Due to climate
change, there has been an increase in weather extremes globally which has
resulted into several weather related calamities (Floods, Droughts, Landslides,
Heat waves, Extreme temperatures, and Lightning strikes). Uganda has in the
past witnessed an increase of weather related hazards. In addition, Uganda
currently has no operational lightning detection network or weather Radar,
which are essential means of identifying and predicting thunderstorm activity.
Key
Duties and Responsibilities:              
·        
The incumbent will develop the capacity of the
implementing and responsible parties to monitor project baselines and
indicators per the project document as updated by the M&E consultant;
·        
Support the implementing and responsible parties
evaluate project’s impact using the impact evaluation methodology;
·        
Support the key partners develop and manage their
M&E project plans;
·        
Ensure timeliness of project data collection and
analysis;
·        
Prepare project briefs to inform decision making on
project targets and outputs.
Key
Deliverables:
·        
Monthly Project Progress Report, including update on
targets and outputs;
·        
On the job training of focal persons in the
implementing parties on use of the M&E tools;
·        
Assessing utilization of Early Warning products
(field visits)
Qualifications, Skills and
Experience: 
·        
The ideal candidate for the United Nations UNDP Monitoring
and Evaluation Associate should hold an advanced post-graduate university
degree in a subject related to climate change and/or environmental management.
·        
Additional training in Business Administration will
be an added advantage;
·        
A minimum of seven years’ experience with M&E
and impact evaluation in developing countries;
·        
Significant experience in conducting monitoring and
evaluation in an early warning project;
·        
Proven experience in report writing and drafting.
·        
Language: Proven ability
to communicate in English both written and spoken.
Personal Competencies:
·        
Familiarity with weather related disasters in
Uganda;
·        
Demonstrates integrity and ethical standards;
·        
Displays cultural, gender, religion, race,
nationality and age sensitivity and adaptability.
·        
Computational and analytical skills;
·        
Business analysis skills.
