Cross Society (URCS) is the leading National Humanitarian Organization in
Uganda and a member of the International Red Cross Red Crescent Movement. The
ICRC is an International humanitarian institution which has a mandate to
protect victims of international and armed conflicts i.e. the wounded,
refugees, civilians, prisoners and other non-combatants.
develop, coordinate and implement URC’s procurement / disposal plans,
warehousing, and fleet management; undertake processes for the procurement of
goods, works and services for URC in accordance with the approved financial
budget, PPDA procurement framework and special requirements of Funding
Agencies.
Develop and coordinate a plan for procurement and
disposal requirements of URCS in accordance with the requirements of PPDA
Regulations, Funding agencies and sound procurement practice.
Guide the activities of all functions involved in
the purchasing, warehousing, transport and control of inventory and assets from
the receipt of forecasting replenishment needs to delivery to the
beneficiaries.
Support the functioning of the Contracts Committee
and provide adequate, timely and correct information to the committee, to
ensure implementation of procurement processes in accordance with established standard
procurement guidelines.
Adopt and implement the frameworks for use with
procurement and disposal methods, prepare and draft Bidding Documents and
request for Proposals including Statement of Requirements and Terms of Reference;
and other Solicitation and Disposal Documents
in accordance with PPDA procurement regulations and other guidelines.
Design, implement and monitor a system for contract management in the
procurement process and provide
technical support to user departments in contract management, in accordance
with PPDA regulations
Develop and implement procurement reporting systems
and records for URCS management and PPDA and other stakeholders, in accordance
with URC reporting guidelines and PPDA regulations and other funding agencies;
and maintain working links with PPDA.
Offer technical guidance and support on procurement
matters to Procurement and Disposal unit and create a link between the
Procurement and Disposal Unit (PDU) and URCS Management in line with PPDA
guidelines.
Initiate the Planning, preparation and review of all
URC staff travel and transport logistics and requirements budget in line with
the URC Finance and accounting policies
Develop, appraise, support and maintain a competent
& motivated team through giving constructive feedback, coaching and
mentoring, in accordance with the human resources manual
Steer the implementation of policies and standard
operating guidelines for transport, Warehousing and procurement and provide
administrative and logistical support.
Manage and monitor inventory and establishes
controls to ensure URCS is operating at the highest level of performance based
on key performance metrics and minimized supply chain risk.
The Coordinator Supply Chain should hold a master’s
degree in Commerce, Procurement, Law, Economics and Business Administration or
Public Administration with a post graduate studies in related field;
Possession of a professional Qualification in
Procurement (MCIPS); Training in; Procurement and logistics management, CIPS is
added advantage;
Additional training in emergency logistics and
Relief operations is manadatory
A minimum of seven years practical experience in
Supply Chain programming and monitoring implementation preferably with
humanitarian and relief NGOs at National or International level.
Five years of managing the procurement function in
public, humanitarian or private organizations at a senior management level
Prior experience of NGO emergency program cycle
management, and with experience of working within a complex and matrix
organization structure.
Substantial experience in logistics, including
procurement, supply chain, fleet management and inventory.
Broad knowledge and understanding of supply chain
management in complex humanitarian and challenging environments.
Significant knowledge of international humanitarian
procurement systems, institutions and donors, and of procedures, accountability
frameworks and best practices in emergency management
Solid knowledge of; Budgeting and budgetary control;
Financial analysis; Public procurement and disposal of public assets; Asset
management; Fleet management; Security management; Contracting for goods and
services; Procurement processes in Donor funded projects
Computer literacy skills – MS Office applications,
word, excel, PowerPoint, Spread sheets.
High degree of integrity, fidelity, judgment, Negotiation skills, Assets management skills,
Analytical skills, Ability to identify
critical financial issues, capacity to pay attention to detail, Good planning
Skills, Good interpersonal, communication, and problem solving skills.
