Job Summary: The Monitoring
and Evaluation Officer will ensure adequate monitoring systems and procedures
are established through strategic and operational initiatives to share data and
information derived from all projects in Northern and North Eastern Uganda. The
incumbent will work closely with the Focal Person to support Projects to ensure
that all project activities are in line with set goals and objectives. The
documentation role of the position will include distilling and consolidating
project information from project activities into one report. He / she will also
prepare excerpts on program activities for awareness raising and advocacy
purposes and for use on the TPO website.
Key Duties and Responsibilities:   
1.
Monitoring:
·        
Design simple data collection tools as and when they
are needed.
·        
Develop indicators that can be used for progress
monitoring.
·        
Assist the field offices to regularly collect
progress monitoring data on outcome and output indicators.
·        
Support field offices to establish systems of
collecting and managing project monitoring data include electronic and manual
filing systems.
·        
Enhance the effective utilization of project data
across all TPO projects for purposes such as; trend analysis, ascertaining
problem prevalence and for timely reporting.
·        
Oversee outcome measurement processes as well as
participate in baseline surveys, operational research and outcome evaluations.
·        
Support each field office to establish and manage a
progress monitoring database that is regularly uploaded.
2.
Reporting and Documentation:
·        
Work closely with field project offices to document
promising practices, success stories and lessons learned.
·        
Support projects to prepare their monthly activity
reports in a timely and coherent manner.
·        
Support the M&E Manager in the preparation of
quarterly Country Program reports.
·        
Manage and plan the HQ support supervision schedule,
identifying gaps and deviations for immediate remedial support.
·        
Distil in a coherent manner issues arising from
field activities into project briefs that can be used on the TPO website and
for public advocacy purposes.
Qualifications, Skills and
Experience: 
·        
The applicant should preferably hold an
undergraduate qualification in demography.
·        
Possession of a post graduate qualification is an
added advantage.
