Job Summary: The Program
Development Specialist/ Monitoring and Evaluation plays a leading in program
strategy development, monitoring, and evaluation, and provides support for HHO
reporting to the Mission, the Embassy, and to USAID/Washington, the Congress,
and others.  With emphasis placed on
program performance indicators, S/he is responsible for development of and
reporting on HIV/AIDS indicators in the HHO Performance Management Plan, which
serves as the primary tool for planning and management of the collection of
performance data, and for compliance with mandated measurement criteria.
Qualifications, Skills and Experience:
NOTE:  All
applicants must address each selection criterion detailed below with specific
and comprehensive information supporting each item.

The ideal candidate should preferably hold a Master’s
degree in development assistance, Public Health, Epidemiology, Biostatistics,
development studies, public or business administration, statistics, sociology
is required
·        
The Program Development Specialist/ Monitoring and Evaluation
should possess a minimum of seven years of development experience five of which
must be in providing M&E services at a senior level.
·        
Working knowledge of technical and programmatic aspects
of HIV/AIDS is required.
·        
Significant experience with managing for results
activities such as leading teams that include senior staff at the level of SO
Team Leaders to develop results frameworks, developing performance indicators,
developing performance management plans, conducting baseline and evaluation studies
and reporting results is required. 
·        
Prior exposure and experience conceptualizing and
managing research, data analysis and disseminating research findings
required. 
·        
Previous experience with USAID or another
international development agency is required.
·        
Working knowledge and understanding of host-country
historic, economic, social, cultural, and political characteristics and an
understanding of the general level of development in the region is
required.  This position requires a
thorough knowledge – or the ability to quickly acquire a thorough knowledge –
of USAID programming policies, regulations, procedures, and documentation,
along with the objectives, methodology and status of projects assigned.
Knowledge of USG objectives and operations or the program activities of other
international donor organizations is highly desirable.

Computer literacy is essential, including competency
in word processing and the use of complex spreadsheet programs.  Knowledge of USAID systems is desired, and
will greatly accelerate attainment of full performance potential.
·        
This vacancy requires experience in a management
capacity, performance analysis, and program reporting and monitoring, and
strong interpersonal and team-building skills. 
·        
Proven ability to serve as an effective liaison with
a wide array of individuals and institutions is essential.
·        
The M&E Specialist must possess a familiarity
with a wide range of issues in management of health programs, such as program
design, monitoring, evaluation, health management information systems, local
government systems and community development.
·        
The M&E Specialist must be able to prepare clear,
substantive reports and briefing papers in English, in a timely manner, and
have the ability to develop a thorough understanding of USAID and host-government
policies and procedures.
·        
This work requires flexibility, and ability to react
to changing systems with sound analyses, ability to travel to the field on
rough terrain up to 30% of time and the ability to work under pressure.
·        
Language Requirement:  Level IV (fluent) English language
proficiency in speaking, reading and writing is required.
