About US:
The Government
of the Republic of Uganda under the Ministry of Health has received funding
from the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria, to support
among other things recruitment of key staff to assist in improvement of the
Health Systems Strengthening (HSS) grant performance. The goals of the Health
Systems Strengthening grant are to:
·        
Strengthen the Procurement and Supply Management
(PSM) system
·        
Support improvements in the Management Information
Systems and Monitoring and          
·        
Support community involvement in the delivery of
health services
Additionally,
the National TB and Leprosy Program (NTLP) is under the department of the
National Disease Control (NDC) in the Ministry of Health. NTLP’s overall
functions are to establish country wide quality diagnosis and treatment
services for TB and Leprosy and to coordinate the implementation of TB and
Leprosy control activities. Under the National Program is a National TB
Reference Laboratory whose functions are; to provide technical guidance to all
TB diagnostic facilities and standardization of Laboratory TB and Leprosy provide
technical supervision and training of laboratory staff on TB and Leprosy
Diagnosis Techniques, Confirmation of drug resistant TB and provide follow up
culture and drug susceptible tests as a national referral facility. It also
supports coordinated drug resistant TB surveillance and technical support roll
out of new laboratory technologies and support their uptake and utilization. It
also carries out operational research activities.
Job Summary: The Monitoring
& Evaluation (M&E) Specialist will be responsible for providing day-to-day
M&E technical assistance to the QA department in implementation and
monitoring the quality of the grant, Health Sector Development Plan and the
department’s activities. In accordance with the guidance from the sector
M&E requirements, the M&E Specialist will play a pivotal role in
ensuring that the M&E and QA activities are well documented and reported in
a results-based manner. The M&E Specialist will work closely with other
program M&E units, the Regional Performance Monitoring Teams (RPMTs), and District
Health Officers to ensure M&E requirements are fulfilled and the M&E
Frameworks are reported on time with quality checks. The incumbent will support
the MoH QA Department to coordinate the Supervision, Monitoring, Evaluation and
Research Technical Working group (SMER TWG) to improve its effectiveness. The
M&E Specialist will also provide support for the capacity building of staff
and partners in relation to sector M&E, and facilitate knowledge building
and knowledge sharing. He or she will work in close consultation with Pharmacy
Division, Resource Centre and Global Fund Focal Coordination Office (FCO)
collaborating and coordinating with all other technical staffs at the MoH,
partnership/Technical Working Groups, regional and district/Sub District level.
Key Duties and Responsibilities:  
Provide
the QA department with technical and strategic oversight for sector performance
monitoring.
·        
Carry out M&E the MoH work plan/procurement plan
implementation.
·        
In charge of the preparation of quarterly and annual
programmatic progress updates on programs based on GF requirements.
·        
Ensure development and updating of databases with
pertinent program data and reports, evaluations, etc.
Provide
Technical Assistance to report on progress both qualitatively and
quantitatively according to the health sector annual work plans and log frame
focusing on the achievement of the following results:
·        
Ensure the timely preparation of the departmental
M&E annual workplans in line with health sector planning processes in
collaboration with Program and Project M&E Specialists. Ensure that
activities are clearly defined, including indicative activities, tasks and
sub-tasks as well as deliverables for each activity to enable effective and
efficient monitoring.
·        
Continuous monitoring, review of programs and make
field visits together to conduct qualitative and quantitative checks to obtain
feedback.
·        
Work closely with QAD, MoH RC and program M&E
units in the data entry, analysis and preparation of progress reports at
national level and recommend corrective action, if any, to streamline the
process.
·        
Timely submission of required reports by other
program M&E units at the Ministry.
Support
and work with other program M&E specialists in collaboration with other
partners such as Academia, WHO, Uganda National Health Research Organization
(UNHRO) to conduct M&E related studies or surveys including;
·        
Systems Strengthening Review (MESSR)
·        
Health facility assessments
·        
Operational research
Ensure
oversight and periodic evaluation of programs and interventions focusing on the
achievement of the following results:
Baselines, Mid-term and End term
evaluations
Support
efforts to strengthen the national HMIS and M&E system and ensure
coordinated and government owned M&E under the national, sector and program
M&E plan:
·        
Participate in development and dissemination of
sector M&E Plans.
·        
Participate in develop of the sector operational
research agenda.
·        
Support supervision and guidance of the RPMTs.
·        
Training and other capacity development initiatives
to strengthen program and district capacity in results-based management and
M&E.
·        
Establish and maintain regular dialogue with key
national partners involved in HMIS, M&E including surveys and health
facility assessments.
·        
Provides support to program counterparts and other
stakeholders on M&E of national and sector policies and strategies.
Ensures
knowledge management and capacity development on results-based management:
·        
Facilitate strategic information sharing across
departments, sub national levels and sectors.
·        
Support the identification and documentation of
links, synergies, lessons leamt and best practices that can be useful in the
institutional learning process and increasing the results of projects.
·        
Perform other duties assigned by the Assistant
Commissioner QA.
Qualifications, Skills and Experience:  
·        
The M&E Specialist should preferably hold a Master’s
Degree or equivalent in Public health. Possession of a Post graduate
qualification in M&E.
·        
A minimum of five years of professional experience
in M&E at national level in the development field.
·        
Computer literate: statistical package (knowledge of
MS Excel/Access, EPI Info and data analysis packages).
·        
Demonstrate a deep understanding of the dynamics of
the functioning of the decentralized health service delivery system; the
effects of day to day decisions on the functionality of the health systems at
all levels, as well as use of system approaches in “causality and attribution”
of performance situations.
·        
Past exposure and experience in results-based
programme management and complex level M&E frameworks.
·        
Prior experience in supporting capacity development
or utilization of national HMIS systems, including surveys.
·        
A good mastery of the 12 components of a functioning
M&E System.
·        
A good mastery of managing for results, mentoring
and coaching.
