Frontieres (MSF) is an international independent medical humanitarian
organization that delivers emergency aid to people affected by armed conflict,
epidemics, natural disasters and exclusion from health care.
Analyst / Manager will mainly be responsible for overseeing data collection,
compilation, and analysis all data aspects transversal to the project. The
incumbent will be monitoring and evaluation processes in order to provide information
on the activities carried out/supported by MSF. The job holder will be using
the existing national M&E systems as well as MSF-specific databases.
Data Management and M&E:
The incumbent will create, review and modify/adapt
data collection tools (tally forms, etc.) according to the project indicators
Oversee the development, implementation and follow
up of Standard Operating Procedures (SOPs) for documentation
Act as a technical support person for the medical
team and data entry staff in the implementation of routine data recording,
collection and entry for the selected project indicators in the adolescent
clinic and decentralized health centers
Implement detail analysis of record data (for patient
cohorts) for key indicators
Work closely with the medical team, prepare and
submit summary reports on analysed data for both MoH and MSF
Develop and implement data quality assurance methods
to ensure good performance of the activities and reliability of the information
Supervises and manages the work of data team
personnel for quality assurance
Actively participate to District Data Management
Technical Working Group (TWG) as MSF representative to enhance MSF update on
the MoH M&E process
Attend applicable meetings and/or trainings
Experience:
The applicant should hold a relevant degree (or
masters) in Epidemiology or Public Health with extensive training in statistics
and epidemiology
Desirable specialization or training in tropical
diseases
Significant experience with MSF or other NGOs
Broad working knowledge of the M&E parameters of
the Ugandan MOH or other similar context
A minimum of two years’ experience in M&E/Data
Management
Prior exposure and experience in TB and/or HIV
information management
Essential computer literacy (word, excel, internet)
and statistical packages, STATA, SPSS, SAS
People Management, Commitment, Flexibility, Results,
Teamwork
English is a must. The local language skills
(Swahili, Lukonjo) a definite advantage but not mandatory
