Medicines – Program Manager
Health Access Initiative (CHAI) is a global health organization committed to
strengthening integrated health systems in the developing world and expanding
access to care and treatment for HIV/AIDS, malaria and other diseases. CHAI’s
solution-oriented approach focuses on improving market dynamics for medicines and
diagnostics; lowering prices for treatment; accelerating access to life-saving
technologies; and helping governments build the capacity required for
high-quality care and treatment programs. Since its establishment in 2002 by
President William J. Clinton, CHAI has worked on the demand and supply sides of
the market to help more than 2 million HIV+ people access the medicines needed
for treatment—representing nearly half of all people and 2 out of 3 children on
HIV/AIDS treatment in developing countries. Building on this model, CHAI has
expanded its scope to include efforts to strengthen healthcare delivery systems
and to combat malaria and childhood illnesses.
Medicines- Supply Chain Advisor will be responsible for advising Uganda’s
central medical warehouse, National Medical Stores (NMS), in best practices for
supply chain management. The Supply Chain Manager will use their skills to
ensure that life-saving health commodities are available at all public health
facilities in Uganda. The key objective is to save lives by ensuring there is
adequate stock of medicines at the central stores and that to public health
facilities receive the medicines they need. All areas of the health supply
chain will be reviewed for improvement with a focus on information management.
The incumbent will be in charge of forecasting,
supply chain indicators, improve data quality / data tracking, fulfillment of optimization,
stock-out management, inventory control, budget optimization, product segmentation,
supplier management, etc.
The incumbent will also develop and / or participate
in the development of the supply chain strategy for the organization
Identify the areas of improvement in the NMS supply
chain that need to be prioritized
Establish comprehensive list of key performance
indicators, monitor ongoing performance, and improve performance against set
supply chain goals
Technically support the development of analytics,
systems and data management capabilities, including metrics and reports
Understand NMS’s supply chain needs and maintain and
develop positive business relationships with a customer’s key personnel
involved in or directly relevant to supply chain activities
Routinely evaluate the practices of sales, operations,
planning process, supply / demand forecasting, inventory management, and on
time delivery
Develop and implement new systems, best practices,
inventory control, demand planning, and other optimizations in order to improve
stock-levels and improve order fulfillment
Technically support the development of supply chain
based training materials and technical manuals
Identify potential projects to deliver changes and
improvements to the supply chain and commission select projects
Perform any other responsibilities, as needed
Experience:
The incumbent should preferably hold a Degree in
business administration, logistics, public health or a related field. A
recognizable Supply Chain certification (CSCP, CPIM, CPSM, etc…) is preferred.
A minimum of five years of supply chain and project
management, with increasing levels of responsibility and leadership.
Exceptional communication and relationship
management skills with ability to diplomatically and clearly communicate
complex ideas with well-developed structure and logic.
Comfort and flexibility to work independently with a
diverse set of counterparts. (Experience in a consultative capacity, especially
in a multicultural setting, is an added advantage.)
Ability to navigate complex government processes and
favorably influence decision-making in a professional and collaborative manner.
Ability to develop and execute a coherent
programmatic strategy, amidst substantial ambiguity and changing circumstances.
Exception quantitative skills, including fluency in
Excel.
Computer literacy i.e. ability to create compelling,
logical presentations and reports, using PowerPoint, Word and other media.
Proven ability to troubleshoot and achieve maximum
impact and efficiency with limited human and financial resources.
