Job Summary: The Security
Liaison Officer will support the Bank by serving as a key liaison and
co-ordination of security operations, governance and risk management activities
across Barclays Bank Uganda, and will ensure that security activities are
delivered and meet the set parameters and remain with the business risk
appetite at the same time assist meeting stakeholder and business within agreed
timeframes. The country liaison will support the Country Security Manager (CSM)
in the delivery and implementation of the BBB Security Strategy at
country-level and delivery of accurate MI both in country and to the CoE AS
BAGL. He /she will also maintain the high standards of physical security for
customers and Employees, recognizing the risks inherent in Uganda using a
proactive approach to Security prevention strategies of deter, detect deny,
delay and defend.
 Key Duties and Responsibilities: 
1.
Manage the risk profile of Barclays’ premises:
·        
Ensure that all Security Risk Assessments (SRAs) are
completed in a timely and proficient manner for premises, hotels, residences
and events as directed by the CSM.
·        
Keenly track, follow-up and close outstanding
recommendations as per SRA remedial action data.
·        
Coordinate, track and follow up the preventative
maintenance (PM) schedule for the security systems across the premises network,
ensuring that the equipment has continuous functionality and resolve issues
within the shortest period possible while keeping the CSM abreast of the
emerging issues.
·        
Manage the day to day operational challenges arising
within the network with internal and external stakeholders.  Ensure that issues are captured and resolved
in a timely fashion
·        
Manage day to day operational issues within the
network and provide timely and accurate solutions.
2.
Risk, Governance and Regulatory:
·        
Ensure that daily checks are carried out in
accordance with the set parameters
·        
Ensure that snap checks are carried out as required
and issues identified from these captured in the issues tracker and followed up
to resolution.
·        
Following the laid down methodologies ensure that
all gaps identified from security checks are resolved within the required
timeframes
·        
Maintain register of all security equipment within
BBB and provide to the CSM on a quarterly basis
·        
Develop and execute an internal annual conformance
testing plan to aid the embedment of AS policies and procedures across the
business.
·        
Keenly analyse the data output of all internal risk
and conformance, and audit, assessments of security related issues and develop
remediation plans to close gaps.
·        
Ensure that country Management Information is
completed proficiently, endorsed by line management and business, includes
action trackers for security projects and/or remediation plans, and is
submitted in a timely manner.
·        
Maintain a security risk register where the business
has chosen not to implement recommended actions or standards on the basis of a
risk assessment, and has chosen to retain the risk with the agreement of
relevant stakeholders.
·        
Interogate security systems and ensure that any
violations noted (internally from employees and externally by 3rd party
providers) are escalated to the CSM for corrective action.
·        
Conduct regular checks within the network to ensure
that policies are being met (e.g. off hour policy), and where anomalies are
noted these are escalated to the CSM immediately for corrective action.

People Management:
·        
Ensure that all security incidents reported are
accurately captured, escalated and resolved in a timely manner.
·        
Ensure that all gaps identified from SRAs, RCAs,
Snap checks, daily checks, routine reports are captured in the issues tracker,
relevant MI produced, trends identified and provided to the CSM on a weekly
basis.
·        
Expeditiously follow up on issues identified from PM
are captured, tracked and followed up to resolution.  Identify any areas of income leakages
&/or improvement, advise CSM for corrective action.
·        
Maintain departmental records enduring that these
remain accurate and up-to-date for use by stake holders such as ICU/ORCR/Audit
etc.
·        
Identify and source national and regional crime
statistics and ensure these are reported where the statistic is an attack on a
competitor.
·        
Manage the planning and execution of deliberate
security operations across BBT, including, for example, pre-election security
contingency planning, high profile events and visits of High Risk Personnel.
·        
Manage all immediate action response to rapid
escalation security operations.
·        
Work in liaison with the BA Head of Security and AS
Training Manger to design and execute training exercises for selected employees
particularly for contingency and evacuation plans.
·        
Produce travel advisories and the coordination and
management of travel restrictions.
·        
On a periodic basis, review guard operations (hand
over notes) and provide any trends that may be identified to the CSM for
further action
·        
Maintain list of all SPOC in BBB and ensure that training
has been provided at least every 6 months. 
Advise CSM of any gaps that may exist.
·        
Maintain an up to date register of all security
documentation and provide to CSM so that updates and reviews can be made as and
when required/due.
·        
Attend monthly or meetings with stakeholders
·        
Ensure that current photo lists for 3rd parties are
provided to business in a timely basis and updates made any time there is a
change.
·        
Work closely with internal and external stakeholders
and ensue that there is a seamless delivery of security service
·        
Ensure that SL are met as stipulated in the
contracts.
·        
Manage activities of all contracted 3rd party
security providers in BBB
·        
Provide security awareness to all employees on a
regular basis.  Maintain records of the
awareness material distributed and calendar of when these should be
refreshed.  Provide this data to the CSM
on a quarterly basis.
·        
Work hand in hand with the SPOCs to ensure that all
faults identified in the premises are addressed in a timely manner
·        
Ensure that the 3rd party provider personnel have
been given training every 6 months as when required.
·        
Communicate any arising issues to stakeholders in a
timely manner and provide feedback/solution to the originator within agreed
timeframes.
Qualifications, Skills and Experience: 
·        
The applicant must also hold a relevant degree
·        
Possession of a diploma (or degree) in Security
management
·        
PSP or CPP certification desirable
·        
The ideal candidate for the Barclays Bank Security
Liaison Officer should have detailed working knowledge and professional
experience in physical security in relation to a banking or cash management
environment.
·        
Excellent track record in the delivery of physical
security operational planning, training and security services vendor
engagement.
·        
Skills and knowledge of project management
·        
Computer literacy i.e. proficiency in use of
computer and related applications.
·        
Proficiency in both written and oral English
·        
Sound decision making skills with hands on problem
solving approach and able to remain calm under pressure to take control of
incidents
·        
Possess the ability to communicate effectively,
orally and in writing to subordinate entities and to senior executives.
·        
Excellent organizational and planning skills
·
