Job Summary: The Project
Coordinator will be responsible for expediting the implementation of the
Voucher Programme by ensuring: – efficient coordination of resources,
equipment, information and stakeholders; professional routine schedule
management and activity status tracking; and outstanding performance of the
voucher scheme.
Key Duties and Responsibilities: 
1.
Voucher Project implementation and Coordination:
·        
Ensure proper functioning of voucher project that is
overall planning, implementation, monitoring and coordination of activities to
achieve the set objectives in accordance with programme targets in donor
agreements.
·        
Ensure that implementation of activities is in full
compliance with programme indicators and managed within budgetary provisions.
·        
Ensure all franchisees are properly contracted to
deliver services and that they fully adhere to the signed MoUs with MSU.
·        
Carry out regular monitoring and evaluation to
ensure that project objectives are met and implementation is on-track.
·        
Ensure a robust supply chain system that ensures
availability of sufficient stocks and that franchises are well stocked at all
times.
2.
Voucher Management and contracting:
·        
Make sure of proper functioning and integration of
the voucher component into clinical networks, ensuring that all activities are
implemented in accordance with MSU business targets.
·        
Ensure active and effective distribution system that
guarantees consistent availability of vouchers, no fraudulent practices and
growth of cash client base
·        
Monitor distribution of vouchers to VCBDs to:-
o   Ensure sales
are made to eligible clients
o   VCBDs are aware
of the distribution process and strictly follow it.
·        
Build strong working relationship between VCBDS and
providers that translates in effective referrals for services and high cash
client numbers.
·        
Ensure a clear segregation of distribution and service
provision roles – no VCBD is a member of the facility, or sales vouchers at the
facility.
·        
The incumbent will ensure all VCBDs are fully aware
of USAID regulations and compliance rules.
·        
Ensure efficient and effective implementation and
management of all other key elements of the voucher scheme, that is:-
o   Timely mapping,
selection and contracting participating clinics
o   Clear
definition of service protocols and guidelines
o   Cost of
services mutually agreed  prior to
provision of services
o   Adequate training
& orientation of service providers
o   Robust claims
processing & management
o   Timely
reimbursement/payment of providers
o   Robust
monitoring of services for administrative and quality compliance         
o   Successful  integration of voucher schemes  into Clinical networks.
3.
Quality Assurance & RME:
Takes part in the
development of a monitoring and evaluation and quality assurance function for
the project.
Ensures that
monitoring and evaluation and quality assurance functions keep records and
relevant data and write reports necessary to make management decisions and to
plan the programme further.
4.
Marketing, Communication and District Relations:
·        
Work closely with Communications specialist, ensure
consistent voucher  messages are being
used across the programme; keep branding in good condition and remove from
defranchised locations
·        
Ensure all voucher events are carried out in each
franchisee clinic once a year
·        
Ensure that all community mobilizers (VCBDs) are
satisfactorily trained in communication and marketing skills in order to create
high demand for cash clients.
·        
Cultivate key contacts within the region to promote
voucher activities and the corporate image of the organisation, coordinate and
maintain effective and productive communication with and between all the
stakeholders within the region, i.e. the District Directors of Health Services,
other relevant district leaders and policy makers, SRH
stakeholders/implementing partners.
·        
Represent MSU in district or regional based
activities.    
5.
Financial Management:
·        
In charge of the accurate and timely accountability
of funds allocated and dispersed for all Voucher activities in the region.
·        
Prepares and submits monthly and quarterly project
activity plans and budgets          
Qualifications, Skills and
Experience: 
·        
The applicant should preferably hold a bachelor’s
degree in humanities or any other related field. Possession of a post-graduate
training in project planning and management
·        
Detailed working knowledge of Clinical Health,
Community Outreach, Family Planning and Social Marketing
·        
Health services qualification – MPH, health
promotion, or relevant technical qualification is an added advantage
·        
Significant experience in a management position,
preferably in the health management, family planning, community development,
and/or social marketing industry;
·        
Good negotiation, influencing and conflict
management skills
·        
Ability to manage and motivate teams to achieve
targets and to achieve organisational change
