Procurement and Disposal of Public Assets Authority (PPDA) is established under
the PPDA Act No.1 of 2003 to formulate policies and regulate procurement and
disposal practices in respect of all procuring and disposing entities which
include Central Government Ministries and Departments, Local Governments, State
Enterprises, Constitutional and Statutory Bodies and Post Primary Training
Institutions.
will oversee PPDA’s procurement Audits and investigations in accordance with
the audit and investigations manual and agreed work plans.
Identify entities and supervise preparation of plans
for annual procurement Audits
Oversee the implementation of procurement audits and
the preparation of audit reports.
Routinely review procurement audit reports to
identify areas of improvement for the Entities and ensuring that the correct
performance indicators have been defined.
Manage the timely preparation of quarterly and
annual progress reports.
Conduct quality assurance for all Audits carried out
by the Authority.
Manage the selection of PDEs that need to be
investigated pro-actively to prevent fraud during the procurement and disposal
process.
Manage the preparation of investigation plans.
Manage the preparation of investigation reports.
Provide quality assurance for all investigations
carried out by the Authority.
Provide technical and managerial guidance to
Officers
Manage contracts of outsourced firms.
Perform any other duties as the Director may
delegate from time to time.
The applicant should hold an Honours degree in
Procurement, Engineering, Commerce, Law, Economics or Social Sciences. Possession
of a Master’s degree in Procurement, Engineering, Commerce, Law, Economics or Social
Sciences.
Possession of a Professional qualification in
Procurement is a requirement.
At least five years of relevant working experience,
two (2) of which are at senior level, in a reputable organization.
Credits in both Mathematics and English at O’ Level.
Broad working knowledge of the Uganda Public
Procurement System is a requirement
At least two years’ experience in Auditing
Good time management skills
Skills in managing teams/supervision
Auditing skills
Excellent planning and organizational skills
Excellent analytical and investigative skills
Advanced report writing skills
Exceptional communication and interpersonal skills
