their future. It was created by Albert Einstein more than 80 years and has been
working in Uganda since 1998. It has particularly working in the conflict zones
where tens of thousands of people have been kills and over 1.6 million
displaced. Following a peace agreement in 2006, Ugandans are returning home and
looking to rebuild their lives. The IRC is there to protect women and children
from violence and exploitation by fostering a safe environment and encouraging
education, and is supporting farmers and small businesses, and helping
communities promote peace and long-term development.
Job Summary: The Livestock Officer
will be in charge of planning and implementing the IRC livestock components of
the SPEED program in collaboration with the district Veterinary Offices, while
ensuring technical soundness and coherence with agreed implementation
strategies, grant agreement and government policies.
Key Duties and Responsibilities: 
·        
In charge of developing appropriate livestock
interventions under current and future projects
·        
Routinely mobilize and train community animal
workers (CAHWs) to provide livestock services in communities,
·        
Work closely with animal workers to conduct behavior
change campaigns among herders,
·        
Work in liaison with district vet offices and animal
workers to organize and conduct vaccination campaigns,
·        
Work with animal health workers to train livestock
owners to promote curative measures,
·        
The Livestock Officer will train and mentor animal
workers to establish successful private services in the communities,
·        
Initiate and provide business development services
to strengthen private vet drug shops,
·        
Actively monitor the impact and provide regular
reports on progress of livestock activities.  
·        
Effectively plan and implement the livestock
component of the ERD programs in Moroto;
·        
Develop and regularly update specific training
modules for livestock related activities;
·        
Organize and conduct livestock training sessions for
livestock owners and animal health workers;
·        
Regularly monitor the activity of animal health
workers and provide necessary support;
·        
Provide technical assistance in the procurement of
all veterinary supplies as necessary;
·        
Guide the process to identify and support private
vet shops to expand outreach;
·        
Initiate and facilitate livestock owners to access
to reliable markets of livestock and its products;
·        
Take part in the development of M&E tools
specifically for monitoring livestock activities;
·        
Continually analyze the M&E framework and
recommend ways for improvement to ERD Manager;
·        
Regularly review the Budget Vs Actuals every month
to ensure proper recording of all expenditures;
·        
Work closely with relevant partners implementing
livestock activities at district and sub-county level;
·        
Perform any other duty as assigned by the ERD
Manager and Technical Coordinator in line with IRC policies.
Qualifications, Skills and
Experience: 
·        
The applicants for the IRC Livestock Officer should
hold Degrees or diplomas in Veterinary Medicine, Agriculture/Agribusiness
Management with a bias in Livestock Management
·        
A minimum of two years of field experience in
implementing livestock projects reputable NGOs or government or private sector
in a pastoral context
·        
Excellent planning and organizational skills
·        
Excellent communications, networking and liaison
skills.
·        
Highly flexible and able to adapt to the logistics
constraints in Karamoja.
·        
Working knowledge of the local languages
(Ngakarimojong) is an added advantage.
