Service Commission is established by article 167 91) of the 1995 Constitution
of the Republic of Uganda and article 168 (1) sets out its functions, authority
and autonomy in implementing its mandate. The vision of Education Service Commission
is to see “quality education delivered by efficient and effective education
service personnel.”
Job Summary: The Institute
Secretary will support the Principal in the provision of day- to-day
administrative support services to the Institute and to ensure implementation
of Government and Governing Council policies, plans, programmes and projects
Key Duties and Responsibilities: 
·        
Actively facilitate and ensure effective
implementation of Government and Governing Council’s policies and resolutions.
·        
Facilitate and ensure effective implementation of
the Institute’s Human Resources Management policies and procedures in
accordance with the relevant laws and guidelines.
·        
Manage and present periodic reports on the
utilization of the Institute’s estates, facilities, and assets.
·        
Coordinate the provision of security to the
Institute’s assets and its community.
·        
Manage the provision of all non-academic programmes
and services to the students, including guidance and counseling, food and
accommodation, student guild and other students’ organizations.
·        
Routinely review reports on students’ misconduct
that requires disciplinary action to ensure adherence to the Institute’s policies,
rules, and regulations.
·        
Supervise the provision of health services to the
staff and students of the Institute.
·        
Perform any other duties assigned by relevant
authority.
Qualifications, Skills and
Experience: 
·        
The ideal candidate should preferably hold a Master’s
Degree in a Management related field obtained from a recognized University or
Training Institution.
·        
Possession of a post graduate qualification in
Administrative Law obtained from a recognized University or Training
Institution is added advantage.
·        
At least nine years’ experience, three (3) of which
should have been at the level of Principal Officer, Scale U2 in a recognized
University or Tertiary Institution.

The complete
applications should bear the title of the post as well as the reference number
specified against the post. Applicants should attach photocopies of their
certificates and transcripts and any relevant document(s) plus three recent

advised on the closing date to ensure submission within the deadline.
