Job Summary: The Regional
Human Resource Officer (RHRO) will be primarily responsible of the overall
management of the Human Resources functions within the region. The incumbent ensures
that HR practices reflect the organization’s values and comply with local legislations
and labour laws.
Key Duties and Responsibilities: 
1.
Organization design, job analysis and compensation: 15%
·        
Guides on and implements suitable organization
design, upgrades related org charts and communicates structural changes to HR
HQ. Conducts job analysis exercise, develops job descriptions and liaises with
HQ HR team for job descriptions approval.

Work closely with department head, develops job
descriptions for new positions and coordinate with HR HQ for finalization and
approval.
2.
Human Resources policies design and implementation: 15%
·        
Ensures compliance with RTP International HR policies
and practices, recommends adjustments to HR policies and procedures to comply with
local labour laws, where required and communicates with HQ HR for policy
alignment and compliance.
·        
Offers technical oversight and support to Country
Managers to ensure compliance with employment laws at all RTP locations within
the region.
3.
Recruitment and Onboarding: 15%
·        
Works in liaison with the RD and the CMS to identify
staffing needs and plans accordingly.
·        
The incumbent also prepares posts and circulates
vacancy announcements at the regional level and assists hiring managers in
preparing and circulating vacancy announcements at the country level.
·        
Screens and evaluates applications; arranges and
participates in the interviews and the selection process of regional positions,
Country Managers, and other country positions when required.
·        
Completes reference checks and prepares job offer
letters to successful candidates of regional office and Country Managers.
·        
The incumbent will prepare new hire orientation
package and organize onboarding and orientation within RO; offers support and
coaches hiring managers regarding onboarding of new employee

Employee Services and Employee Relations: 15%
·        
Manages staff personal files and contracts at RO and
ensures contracts are renewed/ ended in a timely manner.
·        
Offers guidance and support in the interpretation of
HR policies and informs and explains to employees their rights and
responsibilities.
·        
Assists the RD and the CMs in addressing and managing
employee relations issues; maintains confidential records including grievances
and complaints, coordinates their resolution and works closely with legal
consultants to resolve cases where needed, consistent application of disciplinary
measures across EASA countries.
·        
Supports the CMs in handling employee relations matters
and shares lesson learned with them.
5.
Performance appraisals, training and development: 15%
·        
Actively facilitates the implementation of RTP
performance appraisal system; trains managers and employees on performance
evaluation system; ensures that managers understand the system and are equipped
with the necessary skills to conduct performance evaluation reviews.
·        
Keenly tracks probationary reviews and annual reviews
to ensure completion; collects performance appraisals and submits appraisal
results to HQ as required.
·        
Supports managers in identifying training needs for
their staff, determining appropriate staff development plans and motivating
employees to achieve results.
·        
Stimulates and follows up how staff individual annual
work plans are elaborated and evaluated.
6.
Termination, reports and general: 10%
·        
Works closely with management on terminations and conducts
exit interviews.
·        
Maintains the Human Resources information in
database.
·        
Provides pertinent metrics (Headcount, payroll) and
reports to management and HQ.
·        
Tracks vacations and leaves.
7.
IT and Admin Focal Point: 10%
·        
Works closely with Jolera IT outsourced to create
new email accounts and solve IT problems in the region.
·        
Coordinates with IT department in HQ and IT focal
points in the country to ensure that all new software’s are being installed.
·        
Manages and ensures travels are booked according to
the itinerary from the staff and accordingly to the organizational policy.
·        
Coordinate and ensure long-term agreements with
service provider for transport, hotel, office supplies, garages, travel agent,
security and others identified once in a year based on competitive selection
process
·        
Coordinate and ensures accommodation, venue booking
for meetings and guests based on competitive selection process
·        
Follows up timely receipt of routine documents, and
other requests from the Regional Director or the Regional Program Manager.
·        
Follow up and schedule official meetings as
requested

Qualifications, Skills and
Experience: 
·        
The applicant should preferably hold a Bachelor’s
degree in management, Human resources or any related field. Possession of an Human
Resources certification, Master’s degree in Human Resources, International HR
experience and experience in the non-profit sector is an added advantage
·        
A minimum of five years’ experience in human
resources, business administration or related discipline.
·        
Ability to support multi-cultural staff and provide
solutions that are culturally appropriate;
·        
Ability to support a large number of staff as the
sole HR expert in the Region;
·        
Ability keep information confidential and foster a
sense of trust and respect
·        
Self-motivated, highly organized, detail oriented,
comfortable with ambiguity and flexible;
·        
Comfortable with deadlines and able to work well
under pressure
·        
Ability to take an impartial stand on HR issues and
recommend courses of action based on merits;
·        
Ability to maintain a fair balance between seeking
the interests of the staff and safeguarding the principles and integrity of the
organization
·        
Computer literacy i.e. proficiency in Microsoft
Office and experience with HR information system
·        
Languages: Fluency in English
language and local language(s). Knowledge of French has an advantage.
