Job Summary:  The Head of Public Sector Support will provide
overall strategic leadership and oversight of the work of 75 Dedicated
Providers stationed in HC IV centers and hospitals. Dedicated Providers are
central to our strategy to support the Government of Uganda’s vision of increased
family planning prevalence.  The Head of
Public Sector Support will use his or her excellent understanding of public
health services in general and family planning services in particular as they
serve community needs to develop and execute clear strategies that increase
access to family planning in Uganda’s underserved communities.  The incumbent will work in close collaboration
with the organization’s channel leaders supported by Quality Assurance, Finance
and Procurement teams. He / she will also be responsible for ensuring that a
high-performing team of Dedicated Providers are providing services, supporting
the public sector’s training needs and creating a sustainable network of
providers across Uganda able to meet and exceed the organization’s global
minimum standards for quality and fully comply with all the organization’s
policies and procedures.   
Key Duties and Responsibilities: 
·        
Responsible for the oversight, guidance and
supervision of a team of 75 Dedicated Providers delivering results through the
provision of services, training and supportive supervision
·        
Regular monitoring and supervision of clusters of
DPs with clear objectives and targets discussed and agreed
·        
Oversight of performance of individuals and groups
against an agreed dashboard
·        
Excellent engagement with DHOs and HC4 directors to
ensure support and resolution of difficulties that might arise with
implementation
·        
Observation of work
·        
Development of core training modules for use by DPs
in the Programme and by health staff
·        
Training materials drawn up and adapted for the
circumstances as needed
·        
In charge of the development of formats for online
access and use
·        
Close engagement with academic and public training
institutions for delivery
·        
Advocacy on task shifting and public health strengthening
needs as evidenced by the Programme
·        
Participation in key fora discussing task shifting
as requested
·        
Collation and presentation of evidence in support of
task shifting
·        
Relationship building with key allies
·        
Ensure the development of relevant messages in
relation to changes needed
Qualifications, Skills and
Experience: 
·        
All suitably qualified and interested candidates
should hold Degrees in medicine, nursing or midwifery
·        
Prior Project cycle management training is also
desired
·        
Working knowledge of clinical procedures and minimum
standards is mandatory
·        
Personal experience and knowledge of Ugandan public
health sector from working in it
·        
Prior experience managing large teams operating at a
distance
·        
Clear ability to identify and set performance deliverables
·        
Skills and knowledge of budget management
·        
Excellent understanding of donor deliverables and
contract requirements
·        
Proven ability in facilitating capacity development
in more junior staff
·        
Excellent communicator to others on key strategic
issues
·        
Patience in dealing in a matrix situation across the
health Sector
·        
Fluency in more than one Ugandan language is desirable
