About USAID RWANU:
Concern’s core
programme in Karamoja is the USAID-funded Resiliency through Wealth Agriculture
and Nutrition (RWANU) programme (2012-2017). This programme brings together
livelihood and nutrition activities.  RWANU
is a USAID funded project which takes a preventive approach to reducing
malnutrition, focusing on the first 1,000 days of life.  The programme has a five year duration
2012-2017 and covers 4 districts in Southern Karamoja.  RWANU is implemented through a consortium of
three agencies ACDI/VOCA (prime), Welthungerhilfe and Concern.
Job Summary:  The Health & Nutrition Director will be responsible
for team leadership, overall management and successful implementation of
Concern’s health and nutrition activities in the RWANU programme.
Key Duties and Responsibilities: 
1.
Team Management & Leadership:
·        
Build a strong team by providing support in the form
of coordination, planning, prioritization, coaching and supervision.
·        
Provide support and leadership to Concern RWANU team
located across the Karamoja region
·        
Line management and mentoring of  Senior Nutritionist, Health Manager, District
Coordinators and close ccordination with Field Operations Manager
·        
Lead on roll-out of Concern’s organisational
strategic initiatives in the Karamoja region
·        
Actively promote Concern Worldwide’s vision, mission
and core values among staff
·        
Promote adherence to Concern’s organisational
policies including Concern’s Programme Participant Protection Policy and
Concern’s commitments as a member of the Humanitarian Accountability
Partnership
2.
Project Management:
·        
The incumbent will supervise the RWANU team and
resources so that expected project targets and deliverables occur on time and
within budget.
·        
Manage the team in programme planning.  This includes annual Detailed Implementation
Plans, activity sequencing, quarterly and monthly planning, quarterly reviews
etc.
·        
Actively monitor progress in relation to the
Detailed Implementation Plan (DIP) and take corrective action as required.
·        
Responsible for management of programme budget in
line with Concern’s financial management procedures and donor requirements.
·        
Develop detailed annual procurement plan and liaise
with the logistics department to ensure timely procurement and compliance
·        
Ensure that line reports have regularly set and
reviewed personal performance objectives which contribute to the delivery of
RWANU.
·        
Actively participate in RWANU project reviews and
management meetings with consortium partners
·        
Work in liaison with the M&E function critically
analyse project performance against anticipated results and use the information
for project learning and adjustments 
·        
Produce and send monthly, quarterly and annual
reports for inclusion in internal (Country and HQ) and external (Ministry and
donor) requirements.
3.
Technical Oversight:
The Health and Nutrition Director with the support
of Senior Nutritionist (International position) will provide oversight and
technical expertise to all health and nutrition aspects of the project which
include:
·        
Quality control of the mother caregroup activities
·        
Supporting Integration of Agriculture, WASH and
livelihood initiatives in care group approach
·        
Strengthening sustainability across health and
nutrition activities in RWANU
·        
Supporting project activities on health unit
management committees and health accountability activities
·        
Leading on new technical developments as and when
they arise.
4.
Learning and Communication:
·        
The incumbent will support the team in survey and
assessment analysis and distil key learnings on the caregroup approach and
malnutrition prevention work undertaken by RWANU
·        
Prepare updates and presentations on project
progress and learning for a variety of a stakeholders and audiences
·        
Take part in internal working groups related to
project approaches e.g. care groups, integrating agriculture/WASH and nutrition,
gender, health accountability
·        
Lead on developing and disseminating learning on
care group approaches/
5.
District Coordination and Representation:
·        
Participate and represent Concern in Karamoja regional
interagency meetings. 
·        
Ensure effective dialogue and relationships with
local government and non-government stakeholders promoting synergy and cross
learning.
·        
Work closely with the local government leadership in
four districts, facilitate local government participation in project planning
and ensuring reports are submitted to various departments.
·        
Support District Nutrition Coordination Committees
in target districts as part of Uganda Nutrition Action Plan (UNAP) and Scaling
Up Nutrition (SUN) movement.
Qualifications, Skills and
Experience: 
·        
The applicant should hold an Advanced degree in
Health-related field (maternal and child health, public health, health
management)
·        
Proven leadership skills
·        
Excellent interpersonal skills.
·        
Proven managerial and organisational skills in a
development setting
·        
Prior experience in working with health systems in
challenging development contexts.
·        
Past experience in managing large teams and
significant budgets
·        
Ability to coordinate teams and activities across
various locations
·        
Ability to coach, mentor and develop staff.
·        
Excellent writing, communication and presentation
skills
