Established in
1994 as a Staff Association, the Foreign Service Nationals (FSN) Uganda Savings
and Credit Cooperative (SACCO). The FSN Uganda SACCO operates under Section 78
of the Co-operative Societies Statute, 1991, and The Uganda Cooperative
Societies Regulations 1992. The SACCO’s membership has grown from 187 members
in 2004 to 380 in June 2015, with a total assets base of UGX 7 billion, equity
of UGX 1.6 billion and has been growing at a rate of 10%-15% per annum.
Job Summary:  The Chief Executive Officer (CEO) manages SACCO
operations (investments), provides oversight and direction to management, staff
and builds a culture of high performance to ensure that the SACCO effectively
and efficiently achieves its mission and objectives.
Key Duties and Responsibilities: 
·        
In charge of providing overall leadership to SACCO
staff; ensure the recruitment, development and retention of staff;
·        
Keeping the Board informed about ongoing activities
at the SACCO, compliance with investment management constraints, organizational
developments, and new investment opportunities.
·        
Support the Board with current awareness about
possible threats to the SACCO’s business and put in place measures to provide
for and mitigate such contingencies;
·        
In charge of strengthening the SACCO’s internal
controls; implementation of policies and procedures to ensure compliance with
statutory requirements – in liaison with the Supervisory Committee, External
Auditors, Consultants and other stakeholders;
·        
Offer expert strategic advice, keeping the Board and
staff aware of developments within the industry;
·        
Initiate, develop and sustain partnerships, identify
donors and other stakeholders who are active in microfinance-related
activities;
·        
The CEO will be tasked with the development of an
investment strategy and mandate structure, including adequate functions for
investment support, internal control and IT infrastructure for investment
management operations.
·        
Develop and implement an effective marketing and
public relations strategy to promote the products, services and image of the
SACCO;
·        
In charge of preparing, implementing and updating strategies
and annual business plans, and monitor progress against these plans;
·        
Manage the preparation of the annual report and
accounts;
·        
Responsible for preparing and monitoring the
implementation of the annual budget – ensuring that budget targets are met,
revenue flows are maximized and that costs are minimized; k. Develop and
maintain research and development programs for the SACCO to remain on top of
industry developments;
·        
Build, strengthen and maintain effective working
relationships with clients, inspire stakeholder confidence
·        
In charge of the development and maintenance of total
quality management systems to ensure that the best possible products and
services are provided to the clients;
·        
Guide the Board on creative ways of improving member
welfare and coordinate related activities including Annual General Meetings;
·        
Represent the SACCO in negotiations with clients,
suppliers, government departments and other actors to secure the most effective
terms for the SACCO;
·        
Represent the SACCO at external events to promote
its image.
Qualifications, Skills and
Experience: 
·        
All suitably qualified and interested candidates
should hold an advanced business management-related degree from a recognized
institution;
·        
A minimum of six years’ experience in management of
people and resources, at a senior level;
·        
Broad knowledge and understanding of Uganda’s
financial services and micro-finance sector;
·        
Detailed understanding of financial management;
·        
Excellent presentation skills with an appreciation
of the demands of conflicting member interests and of meeting statutory
requirements;
