Job
Summary:
The Chief of
Party will provide overall strategic leadership, oversee project implementation
of the Karamoja Health and HIV/AIDS Integrated Program. The position will have
principal responsibility for reporting and representation of the project to the
United States Government (USG) and World Vision.
Key Duties and Responsibilities: 
1.
Program Implementation:
·        
Ensure
the program strategic objectives and results are fully accomplished and meet
expected technical quality standards.
·        
Manage
project work, ensuring all program goals is met through proper design,
staffing, and implementation.
·        
Oversee
the work of local staff and short-term advisors providing supervision, training
and performance management
2.
Staff supervision and management:
·        
Manage
a team of senior level program staff with skills across a diverse set of
technical health and HIV/AIDS program areas.
·        
Develop
and maintain an adequate human resource plan consistent with WV policies, donor
requirements and local laws and ensure proper technical capacity of staff to
manage the project work
·        
Carry
out periodic reviews of staff performance in line with WVs performance
management system
·        
Mentor
and coach staff to ensure high levels of motivation, commitment, capacity, and
teamwork.
3.
Budget Management:
·        
Oversee
the development of financial and administrative policies and procedures to
ensure smooth running of the grant and compliance to Generally Accepted
Accounting Principles, WVI finance policies, government and USAID regulations.
·        
Approve
program expenditures, budget adjustments, and sign off cost modification
requests to donors
·        
Manage
grant/project budget within approved spending levels and ensure accurate and
timely financial reports to donors and World Vision.
4.
Leadership Management:
·        
Take
part in the NO senior management/ Leadership team meetings and represent the
project interests
·        
Ensure
implementation of new partnership initiatives involving Health
5.
Donor Relations:
·        
Represent
the project and World Vision to USAID, Government of Uganda, UN agencies,
implementing and technical partners and other appropriate bodies.
·        
Represent
WV at relevant meetings with the Government of Uganda and USAID counterparts to
provide updates on project progress and communicate challenges of the program
implementation.
6.
Reporting and Documentation:
·        
Timely
submit quality financial and management reports to donors.
·        
Document
and disseminate at various fora project best practices and success stories
Qualifications, Skills and
Experience: 
·        
The
ideal candidate for the USAID vacancy should hold a Masters’ Degree or Higher
in Public Health, Social Sciences or related fields
·        
At
least ten years of progressively increasing responsibility in managing
comprehensive and complex development assistance for HIV/AIDS and Health
programs in Sub Saharan Africa
·        
Demonstrable
program management for HIV and Health Integrated programs with USAID funded
programs for at least 5 years
·        
Substantial
experience in understanding complexities of post conflict health programming,
gender issues, local development and health systems strengthening.
·        
Demonstrated
leadership, supervisory and project management skills in working
collaboratively with other donors, host country institutions and international
organizations.
·        
Excellent
organizational, analytical, and oral and written communication skills (in
English).
·        
Detailed
knowledge and understanding of other donor involvement in supporting Health
promotion and HIV/AIDS prevention efforts.
·        
Proven
ability to deliver results and meet all donor deliverables.
