Mercy Corps is
an international non-profit organization which implements high-quality,
analytical development work in very difficult places. We have been operating in
Uganda since 2006 and currently implement development programs in the Acholi
and Karamoja sub-regions of Uganda with funding from USAID, EC, SDC, and USDA.
We were recently awarded a market-development focused five year USAID/Food for
Peace-funded program working in the northern half of Karamoja. The program has
three strategic objectives (SO):

Pro-poor market development (SO1)
·        
Improved health for children under five years of age
(SO2)
·        
Improved security and governance (SO3)
About USAID GHG Program:
The project,
called the Northern Karamoja Growth, Health and Governance (GHG) program, aims
to support the immediate needs of program beneficiaries while promoting
long-term development by spurring systemic improvements in key economic sectors
of northern Karamoja. Mercy Corps is the prime grantee, leading the
implementation of SO1 and supporting SO2 and SO3, with accountability for all
project interventions. World Vision Inc. is the technical lead for SO2, while
Karamoja Peace and Development Agency (KAPDA) plus other local civil society
agencies lead the implementation of SO3. A research partner, Tufts University’s
Feinstein International Centre (FIC), performs annual impact evaluations to
inform ongoing programming.
Job Summary:  The Senior Engineer will render support in the
implementation of GHG-supported construction activities. The Senior Engineer
will ensure quality programming through rigorous field visits and supervision
of project Engineers and Contractors. The incumbent will have direct
responsibility for overseeing the engineering team and manage their activities
and projects. The job holder will be responsible to establish and monitor
project schedules and budgets. Take timely effective actions to ensure that
projects are done on time, within budget, and expected quality. S/he will
establish/strengthen good working relationships with all necessary GHG partners
including district and sub-county officials, the Contractors, and others.
Construction fraud is a serious concern in Uganda, and the Senior Engineer will
ensure that potential fraud is quickly identified and all possible
precautionary measures are in place to prevent fraud.
Key Duties and Responsibilities:  
1.
Program:
·        
Conduct preliminary survey for various engineering
related activities and produce quality BoQ and plans;
·        
In charge of supervising the engineering team
·        
Responsible for establishing and adhering to project
implementation schedules
·        
Support tendering and procurement processes for
construction activities;
·        
Responsible for the daily implementation of
engineering related project activities and monitor progress at assigned work
sites;
·        
Responsible for proper construction of health
facility infrastructures;
·        
Supervise and manage other project engineers and
contractors to ensure reasonable value for money;
·        
The incumbent will be tasked with the development of
detail action plans for project implementation – including all technical
specifications for project implementation in collaboration with the concerned
staff;
·        
Mobilize community to fully participate in the
project implementation for sustainability, and participate in community
construction management committee meetings.
·        
Supervise and be responsible for all technical
aspects of project implementation, ensure they are completed in a timely,
efficient and accurate manner according to standard engineering methods.
·        
Develop detail action plans for project
implementation – including all technical specifications for project
implementation in collaboration with the concerned staff;
·        
The incumbent will mobilize community to fully
participate in the project implementation for sustainability, and participate
in community construction management committee meetings.
·        
Supervise and be responsible for all technical
aspects of project implementation, ensure they are completed in a timely,
efficient and accurate manner according to standard engineering methods.
·        
Ensure that environmental aspect of project sites
are well incorporated during construction and post construction phase, and that
environmental mitigation plans are followed;
·        
Offer timely recommendations for future programming;
·        
Responsible for inspecting and monitoring work of
contractors regularly for quality assurance.
·        
Ensure an integrated approach to program
implementation in order to maximize resource utilization and synergy between
the staff and different MC programs, if any;
2.
Partnership Management:
·        
Build and maintain productive working relationships
with sub-county and district leaders and UNRA, UWA and district engineering
office, soliciting their participation in all activities where appropriate;
·        
Make on-site field visits regularly to provide
technical review and/or resolve file issues
·        
Work closely with team leader(s) and Mercy Corps
technical staff in order to develop potential projects, implement and closely
monitor program activities including detailed work plans.
3.
Monitoring and Evaluation:
·        
Create a dynamic program environment that promotes
inquiry;
·        
Take primary responsibility for data gathering in
engineering related works;
·        
Provide data in support of team submission of timely
weekly, monthly, and quarterly reports that will be indicative of program
progress during implementation.
·        
Work in liaison with the Chief Learning Officer to
ensure accurate and timely flow of information from the field for entry in the
database and for preparation of PR materials

Other:
·        
Conduct himself/herself both professionally and
personally in such a manner as to bring credit to Mercy Corps and to not
jeopardize its humanitarian mission;
·        
Perform any other duties as assigned by the line
manager.
Qualifications, Skills and Experience:  
·        
The ideal candidate should preferably hold a University
degree in Civil 
Engineering or a related filed
·        
A minimum of seven years of professional relevant
experience, including road and concrete construction and supervision of other
engineers and technical and support staff, and multiple construction projects.
·        
Ability to manage effectively multiple
infrastructure projects
·        
Willingness to work in and frequently travel to the
field.
·        
Ability to interact effectively with a wide variety
of people and maintain effective communication with Contractors.
·        
Skills in networking, team work, and community
consultations essential.
·        
Excellent reporting, communication and
representation skills.
·        
Good spoken and written English. Fluency in
Ngakarimojong and Ethurr is an advantage.
