About Fistula Care Plus Project:
EngenderHealth Uganda received
an award (cooperative agreement) by USAID for a Fistula Care plus project whose
objective is to strengthen health system capacity for fistula prevention,
detection, treatment and reintegration. The project will strengthen
environments to enable for fistula prevention and treatment, increase community
awareness and support for women and girls with fistula, reduce barriers to
accessing prevention, detection, and care, and improve the evidence base for
approaches to improve fistula care in the districts of Hoima, Masaka, Kalungu
and Kasese.
Job Summary: The Senior
Clinical Associate will support the USAID EngenderHealth Project through the
provision of clinical programming and technical leadership related to all
activities, including service delivery, training, supervision and quality
improvement. Currently, the focus of those activities is in Fistula prevention,
treatment (including catheterization) and reintegration as well as integration
of genital prolapse in select sites.
Key Duties and Responsibilities: 
  • Provide
    overall technical leadership of Reproductive Health work inclusive of
    maternal health and family planning in EngenderHealth Uganda.
  • Work
    closely with the National Fistula Technical Working Group and in-country partners,
    provide programming guidance and support to implement programs to
    strengthen fistula detection, prevention, treatment and re-integration.
    Initiate, establish and maintain collaboration with MOH, district
    leadership, USG partners, stakeholders (including Public Benefit
    organizations which may be health, legal, advocacy, income generating among
    others), relevant institutions in the country and region with the aim of
    strengthening the program.
  • Offer
    support snd technical assistance to country staff and partners on clinical
    and counseling service delivery and training. As appropriate, lead training
    activities in the field.
  • Work
    in liaison with in-country partners in the development of quality
    improvement strategies for fistula programs.
  • Carry
    out medical monitoring of EngenderHealth supported activities and all
    clinical aspects of EngenderHealth’s work. This includes overseeing the
    use of supervision and monitoring tools, death and complications
    reporting, review of service data in collaboration with partner sites and
    the Program Associates to identify opportunities for program improvement.
  • With
    program and NY staff identify and coordinate medical consultant activities
    in accordance with medical safety guidelines and standards, consultant
    SOP’s and other standard medical procedures.
  • Actively
    participate in discrete medical global activities, as requested by the
    Fistula Care team.
  • Offer
    technical support in operations research and programmatic needs
    assessments, including working with the Evaluation and Research staff to
    design research strategies, developing and/or reviewing questionnaires,
    analyzing and writing up data, etc.
  • Work
    closely with the program associates – M & E to review and report on
    quarterly data from a technical perspective.
  • Support
    assessment and documentation of quality assurance programs at FC+
    sites  and harmonization of M&E
    with site-specific QA processes to establish clinical/programmatic
    outcomes
  • Offer
    programmatic and technical direction in the design implementation of
    training, and BCC materials, new technologies, needs assessments, research
    and evaluation activities of EHU.
  • Participate
    in dissemination and training activities of RH in the country, region and
    international meetings.
  • Identify,
    with Ugandan stakeholders in RH, lessons learned and potential best
    practices related to the current RH programs of EHU, document and disseminate
    best practices and contribute to developing strategies to replicate them
    in-country.
  • Represent
    EngenderHealth/Fistula Care Plus at meetings with USAID/Uganda,
    implementing partners, donors, and other external audiences regarding RH.
  • Keep
    abreast of ground breaking work in RH, disseminate new knowledge to
    Project staff
  • Perform
    any other duties as may be assigned periodically
Qualifications, Skills and Experience: 
  • The
    ideal candidate for the USAID Senior Clinical Associate vacancy at
    EngenderHealth should possess an Advanced degree in health, population,
    demography, social sciences or related field.
  • At
    least seven years’ experience in management or reproductive health/family
    planning or development programs.
  • The
    applicant must also be registered or eligible to register with Uganda
    Medical Practioners Council, preferably in Obstetrics & Gynecology
  • Technical
    experience in reproductive training at both basic and advanced level.
  • Experience
    in fundraising, donor relations, and strategy and proposal development is
    an added advantage
  • Familiarity
    with FP/RH and maternal health (including Fistula) in general and in
    Africa in particular.
  • Clinical
    background in maternal health and family planning
  • Fluency
    in both written and spoken English
  • Excellent
    communication and interpersonal skills
  • Skills
    and experience in managing staff and working with teams
  • Able
    to think creatively to envision, create and implement a program.
  • Ability
    to conduct  regular field visits
    up  to 40% of the time to monitor
    the various activities to ensure high standards of programming, effective
    use of medical equipment, funds and other resources, and to provide TA to
    in-country and regional partners.
  • Ability
    to develop, manage, and administer comprehensive programs is an added
    advantage
