Package (UNMHCP)
Africa (BADEA), Saudi Fund for Development (SFD), OPEC Fund for International
Development (OFID) and the Government of Uganda
has received funds from Arab Bank for Economic Development in Africa (BADEA),
Saudi Fund for Development (SFD), OPEC Fund for International Development
(OFID) and the Government of Uganda for rehabilitation and expansion of Kayunga
and Yumbe Hospitals. The project objective is to deliver the Uganda National
Minimum Health Care Package (UNMHCP), through improvement of Health
Infrastructure.
financial technical support to the Project Coordinator in managing and
monitoring financial activities of the Project as specified in the Financing
Agreements and in line with Government of Uganda (GoU) financial Regulations.
Conduct
the day-day financial operations of the project
Compile
quarterly and annual budgets, monitor and report on financial trends, and
prepare replenishment applications to Gou and donors respectively as per the
guidelines and loan agreements.
Produce
within agreed time frames and in standard formats, monthly, quarterly and
annual financial statements and financial management reports to aid management
decision making
Support
the project coordinator in the preparation of monthly, quarterly, annual and
any other special reports for presentation to the Head of Accounts, Permanent
Secretary, Development Partners (BADEA, OFID and SFD) and other interested
parties by providing the required financial and administrative data.
The
Accountant will also implement adequate internal controls for management of
project financial and physical resources to ensure effectiveness, efficiency
and economic use of the resources
Keenly
evaluate the project’s quarterly financial performance against projected GOU,
BADEA, OFID, SFD funding obligations for the determination of expenditure
priorities and timely replenishment of funds.
Oversee
the timely disbursement of all project funds for project activities in
accordance with the existing internal controls and financing agreements to
ensure avoidance of fraud, theft and financial mismanagement.
Coordinate
the accounting and financial reporting arrangements for the different
components and categories of the project as per Funders reporting guidelines.
Coordinate
the financial and value for money audits of the project.
Perform
any other duties as may be assigned by the Project Coordinator.
Experience:
The
applicant should preferably hold an Honors degree in Commerce (Accounting),
Business Administration (Accounting), and Accounting, Finance or its equivalent
from a recognized university.
Possession
of Full Accounting qualification preferably in CPA, ACCA or equivalent.
A
minimum of six years’ experience in financial management or related accounting
duties in a busy public or private organization.
Computer
literacy skills
Prior
experience in financial and accounting procedures of GOU / Donor funded
projects is an essential requirement.
Possess
the ability to prepare and interpret financial statements and books of
accounts, including management accounts.
Excellent
interpersonal, Communication and management skills
Possess
the ability to work with teams at all levels.
Self-motivated
with ability to work with minimum supervision.
