largest and longest serving humanitarian agency in Uganda. Currently WFP
focuses on three priority areas namely: Emergency Humanitarian Action (EHA);
Food & Nutrition Security (FNS); and Agriculture & Market Support
(AMS). WFP has operations in various parts of the Country.
Job Summary: The
Programme Policy Officer will support the UN World Food Programme (WFP) office in the coordination and management
of WFP programme activities under Kaabong Field Office including Finance,
Administration, Security, Human Resource and Logistics in order to meet the set
programme objectives
Key Duties and Responsibilities: 
  • Formulate
    and design programmes for relief, recovery and development operations at
    the field office in consultation with beneficiaries and District
    officials;
  • In
    charge of preparing and regularly updating contingency plans for
    responding rapidly and effectively to changes in the numbers of
    beneficiaries and food and NonFood Item (NFI) requirements;
  • Conduct
    food needs assessments, analyze data, document findings and recommend
    programme interventions, where applicable;
  • Ensure
    timely production of the field office work plan, monitoring and evaluation
    matrix and quarterly activity calendars;
  • Ensure
    the implementation of the field office work plan, assess project
    performance, resource utilization and review achievements (results) of the
    constraints to the field activities;
  • Ensure
    that the WFP’s policy of Enhanced Commitment to Women (ECW) is integrated
    into all programme activities;
  • Oversee
    the commodity pipeline at the field office and food distribution plans and
    advise management on the food and NFI requirements of the field office for
    timely delivery;
  • In
    charge of developing and maintaining effective working relationships with
    government authorities, bilateral representatives, other UN Agencies, NGOs
    and Partners;
  • Conduct
    advocacy for WFP field activities through presentations in meetings,
    workshops, seminars, and local radio talk shows among others;
  • In
    charge of preparing memorandum of understandings (MoUs) with Partners.
    Conduct reviews and evaluations of all MoUs/agreements and recommend areas
    of improvement where applicable;
  • Compile
    weekly, monthly and quarterly reports and give any necessary support to
    Country Office compilation of annual reports;
  • Ensure
    that a proper monitoring and reporting system is in place and programme
    activities are implemented in line with Results Based Management (RBM)
    requirements. Report on implementation bottlenecks and take corrective
    actions where necessary;
  • Actively
    monitor implementation of secondary transport for food and NFI deliveries
    and provide advise where necessary;
  • Enhance
    the capacity of the Country Programmes’ Partners and targeted communities
    through sensitization and training in order to promote planning,
    implementation and administration of recovery operations with particular
    emphasis on the involvement of women;
  • Organize
    and participate in the appraisal missions for WFP programmes in the field
    Office catchments area;
  • Ensure
    that WFP financial regulations and procedures are followed;
  • In
    charge of monitoring the security situation in the catchments area and
    submit reports to Area Security Coordinator;
  • Mentor
    and supervise staff, follow up on their achievement of goals and WFP
    support towards their training and development plans;
  • Perform
    other related duties as required by the supervisor.
Qualifications, Skills and Experience: 
  • The
    World Food Programme WFP Programme Policy Officer should possess an
    advanced University degree in any of the following disciplines: Economics,
    Agriculture, International Affairs, Nutrition/Health, Environmental
    Science, Business Administration, Social Sciences, Development Studies or
    any other related field to International Development Assistance, attained
    from a recognized institution Or First University degree with additional
    years of experience in the relevant field.
  • A
    minimum of six years of post graduate relevant working experience in
    public sector management, development projects and/or emergency assistance
    gained from reputable organizations.
  • Previous
    management experience is necessary.
  • Knowledge
    of Project planning and management is desirable;
  • Knowledge
    of the programme life cycle and food assistance;
  • Transfer
    modalities (food, cash and voucher);
  • Detailed
    working knowledge of specialized areas i.e. Nutrition, Vulnerability
    Analysis and mapping among others;
  • Strategic
    policy engagement with government;
  • Good
    working knowledge and experience using MS Office applications is a must.
  • Language: Proficiency in both oral and written
    English is essential;
