faith- based local Non-Governmental Organisation (NGO) offering Comprehensive
HIV Care & treatment, Training, Research & General Medical Services;
also providing Health Systems Strengthening to scale up comprehensive HIV/AIDS
Services in 16 districts of Central Uganda.
Job Summary:  The Security Compliance Officer will technically
support Mildmay’s  management to ensure in
the effective security measures for the organisation are both appropriately
planned and addressed. The incumbent will also lead in the optimisation of
organisational security and the mitigation of operational risks by establishing
security systems and mechanisms for institutionalising an organizational culture
and practice of safety and security
Key Duties and Responsibilities: 
1. Develop and implement the
Organisational Security Strategy in alignment with Mildmay Uganda’s corporate
security policy so as to ensure the operational priorities of the organisation
are appropriately supported:
  • Regularly
    review and develop the security procedural manual to streamline
    implementation of security activities at MUg.
  • Represent
    Mildmay Uganda at relevant external security network meetings and ensure information
    from these meetings is disseminated to relevant staff.
  • Build
    and strengthen networks for sharing security information and coordination
  • Coordinate
    with external stake holders such as Uganda Police, NEMA and UWA for purposes
    of managing functions on matters concerning MUg security.
  • Provide
    lead in supporting the organisation in crisis situations and critical
    incidents
  • Work
    closely with the Human Resource department and Support Services Manager to
    organise and coordinate periodic sensitization workshops for staff on the
    security issues and procedures.
2. Ensure Security Risk
Assessments, Risk Rating and Core Security Requirement standards, processes and
procedures are developed and implemented:
  • Conduct
    security Risk Assessments of the organisation on a periodic basis and
    advise management on the appropriate action
  • Ensure
    that core security requirements are implemented in line with organisational
    risk ratings
  • The
    incumbent will develop, routinely review fire prevention and fighting
    procedures and enforce their implementation by external firm in order to
    minimise loss/ damage of life and property at MUg.
  • Conduct
    periodic sensitisation exercise for staff on fire prevention and fighting procedures.
  • Work
    closely with Maintenance department to ensure availability and proper
    maintenance of the fire fighting equipment.
  • Establish
    and implement an effective office access control system for provision of easy
    access as well as ensure minimised loss of property.
3. Manage and coordinate the
external security firm’s activities to ensure efficient and effective service
delivery:
  • Offer
    technical oversight to the security firm on the performance of the
    security contract to ensure efficient service delivery
  • In
    charge of developing and discussing performance targets and assignment
    instructions for the hired security firm so as to ensure performance in
    line with MUg expectations.
  • Carry
    out bi-annual evaluation of the contract performance.
  • Certify
    the hired security firm monthly deployment to ensure that they are in line
    with the agreed contractual cost.
4. Provide administrative role
to the department to ensure achievement of the
organisation security
objectives:
  • In
    charge of preparing and disseminating security performance reports as may
    be required from time to time.
  • Actively
    participate in initial investigations of cases and determine or advise management
    on the appropriate action.
  • Take
    part in the preparation and implementation of the department’s budget, and
    ensure that activities are within the budget.
  • Ensuring
    proper maintenance, availability and functionality of security equipment for
    effective execution of security activities.
  • Enforce
    the implementation of displaying identity cards while on site.
  • Manage
    and control car parking on site.
  • Actively
    monitor the arming and disarming of the alarm systems installed in various
    buildings at MUg premises.
Qualifications, Skills and Experience: 
  • The
    Security Compliance Officer should preferably hold a Relevant Bachelor’s
    Degree
  • Basic
    Security Training certificate(s)
  • Possess
    management skills training
  • A
    minimum of four years’ experience heading the security function of a busy
    organisation.
  • Working
    knowledge in common criminal laws.
  • Good
    management and team leadership skills
  • Good
    investigative skills
  • Excellent
    Planning, Organising and Controlling skills
  • Excellent
    communication skills.
  • Coordination
    ability
  • Fire
    fighting skills
  • Customer
    care and focus.
  • Basic
    training and presentation skills.
  • Excellent
    analytical and good judgement skills and ability
  • Ability
    to work under pressure; and in sympathy with the Christian values of
    Mildmay Uganda.
  • Excellent
    communication and interpersonal skills
  • Computer
    literacy i.e. Proficiency in various Microsoft office packages and working
    knowledge of English and local language(s) are crucial.
  • Evidence
    of a non-judgemental approach regarding race, religion, culture, sexuality
    and lifestyle is critical.
