US:
Public Assets Authority (PPDA) is established under the PPDA Act No.1 of 2003
to formulate policies and regulate procurement and disposal practices in
respect of all Procuring and Disposing Entities which include Central
Government Ministries and Departments, Local Governments, State Enterprises, Constitutional
and Statutory Bodies and post primary training institutions.
the implementation of PPDA’s Capacity Building initiatives in line with PPDA’s
Strategic Plan and Capacity Building Strategy. Also, the incumbent will provide
PPDA clients with advice regarding the public procurement and disposal system, law,
regulations and guidelines.
In charge
of the development of work plans and set performance indicators and targets for
the department
Responsible
for the preparation of departmental budgets;
Actively
monitor the implementation of work plans, Performance indicators and
departmental targets.
Ensure
timely preparation of monthly, quarterly and annual progress reports.
Actively
participate in the setting up of a certification system of training programs developed
by the various institutions in the country.
Coordinate
activities of individual consultants, outsourced firms and Institutions of
Higher Learning.
Supervise,
monitor, coach and train capacity building officers.
The incumbent
will be tasked with the development of initiatives and strategies to promote
capacity building.
Identify
stakeholders on which the capacity needs assessment will be based.
Design
and review materials, to be used for capacity building activities in consultation
with relevant stakeholders;
Manage
the overall capacity building needs assessment for the PDEs.
Responsible
for preparing Quality Assure schedules and work plans to conduct sensitization
campaigns.
Regularly
review Monthly, Quarterly and Annual Reports.
Review
Training Materials and case studies prepared by officers.
Steer
the development and updating of the Capacity Building Strategy.
Monitor
training programs to ascertain that they are in line with the Capacity Building
Strategy.
Do Quality
Assurance on Consultants and officers when carrying out hands-on support to the
PDEs.
Perform
any other duties which the Director or ED may assign from time to time.
Experience:
The
ideal candidate for this placement should hold an Honours degree in
Procurement, Economics, Business Administration, Engineering, Law, Commerce,
Education from a recognised university. Possession of a Master’s degree in
Procurement, Economics, Business Administration, Engineering, Law, Commerce,
Education from a recognised university;
Full
Professional Qualification in procurement is a requirement.
A
minimum of seven or more years’ experience in procurement practice, three (3)
of which should be at Senior level.
Three
years’ experience in training or conducting procurement and disposal.
Familiarity
with the public procurement regulatory framework and disposal systems in Uganda
is a requirement.
Possession
of training of Trainers (TOT) certificate is an added advantage
Credits
in both Math and English at O’ Level.
Possession
of good training skills

Excellent
communication and Presentation skills
Good
networking and interpersonal Skills
Computer
literacy i.e. knowledge of computer management and applications.
High
standard of integrity.

to work under tight deadlines
