The Water Trust (TWT) provides
sustainable investments in water, sanitation and hygiene (WASH) to combat
disease and poverty in the developing world and allow people to live empowered
lives of dignity. Currently, TWTs geographic focus is western Uganda. TWT
implements community driven projects, the majority of which are village
partnerships that consist of a hand dug well, TWT-facilitated Community Led
Total Sanitation and monitoring and evaluation of these developments are
implemented in collaboration with the local government, village and TWT. We
also build and rehabilitate latrines and rain water harvesting tanks and raise
best hygiene and sanitation practices in schools. TWT believes in gathering
quantitative and qualitative data for analysis as using our data for the
continued improvement of program design and implementation and for online
reporting to our stakeholders. Additionally, TWT implements pilot studies aimed
to improve the long-term management of the water sources. We are the first
organization that commits to full scale transparency by making all of our data
open and available to the public through our website.
Job
Summary:
 The Monitoring and Evaluation Officer will be
primarily responsible for coordinating the development and implementation of a
comprehensive organisational monitoring & evaluation system to enhance
monitoring, quality control and evaluation in order to improve program and
results delivery.
Key
Duties and Responsibilities: 
1. Monitoring& Evaluation (M&E): Manage and lead the implementation of an
online or mobile monitoring and evaluation system to track and analyse delivery
against The Water Trust goals and objectives. It includes managing the
collection of baselines, post baseline and monitoring processes from year 1-7
to gauge and support the performance of the program; and identifying trends,
analysing data in collaboration with the Program Staff and assessing progress toward
the KPIs and programmatic improvements:

The
incumbent will measure against established Key Performance Indicators
·        
Recommend
when necessary new or alternative bench marks;
·        
In
charge of implementing a systematic and consistent M&E process;
·        
Oversee
the implementation of baseline/post baseline/and other surveys as required;
·        
Problem
solve and support the Program staff in using the M&E tools;
·        
Represent
The Water Trust Uganda at Water and Sanitation M&E forums
·        
Stay
abreast with the latest developments in M&E and network with other
organizations for best practices and technical assistance
2. Program Reporting:
·        
Compile
and submit regular synthesized and updated reports on the status of
implementation against The Water Trust strategic goals and objectives as well
as status of KPIs;
·        
The
job holder will advocate for and oversee communication activities relating to
the TWT M&E System;
·        
Take
part in sector networks such as UWASNET, interpretation of field data and
preparation of reports;
Qualifications,
Skills and Experience: 
·        
The
Monitoring and Evaluation Officer should preferably hold a Bachelor’s Degree in
Social Sciences, Information Technologies, Development studies or Research
studies with a development bias.
·        
Additional
training in M&E
·        
At
least three years’ experience with Excel (Charts and Graphs) and computer
proficiency with the rest of MS Office.
·        
A
year’s experience in Data Management methods and applications.
·        
Proven
strong report writing skills, ability to present monitoring data and survey finding
clearly with different stakeholder groups.
·        
Possess
the ability to follow deadlines, accuracy and attention to detail.
·        
Excellent
interpersonal and leadership skills with commitment to The Water Trust’s values
and working styles.
·        
Past
experience managing a team of three or more people; ideally more than 10 is
desired
·        
Working
knowledge and experience in the use of the mobile or online M&E system (s)
is a huge asset.
·        
Prior
experience working in rural areas and field deployment.
·        
Possess
the ability to speak local languages in Masindi
·        
Excellent
communication and facilitation skills as well as good spoken and written
English.
·        
Working
knowledge and understanding of qualitative and quantitative research/evaluation
methodologies and strong analytical skills.
·        
Good
skills in presentation, documentation and information management.
·        
Demonstrated
ability to produce results within tight deadlines in a very busy environment.
·        
Good
knowledge of communication techniques and ability to develop and deliver
effective presentations.
·        
Knowledge
of the area where TWT works.
·        
Driving
license and ability to drive vehicles and motorbikes.
