experience in helping to create a safer and more dignified life for refugees and
internally displaced people. NRC advocates for the rights of displaced
populations and offers assistance within the shelter, education, emergency food
security, legal assistance, and water, sanitation and hygiene sectors.
Norwegian Refugee Council (NRC)
has been implementing projects for Internally Displaced Persons and Refugees in
Northern Uganda, West Nile and South Western respectively, since 1997. Having
smoothly phased-out by end of August 2014 in the North, NRC reopened from
September 2014, to compliment efforts of the Government of Uganda and UNHCR in
supporting the South Sudanese Refugees currently settled in the Districts of
Adjumani and Arua in West Nile. With funding from SIDA, NMFA, ECHO, NRC is
implementing integrated projects in Adjumani/Arua refugee settlements.
Job Summary:  The Monitoring and Evaluation Officer will
support the NRC by ensuring the  quality
of programmes implemented together with the programme teams.
Key Duties and Responsibilities: 
  • Take
    overall leadership and management relating to the operationalization of
    the programme’s M&E strategy
  • In
    charge of developing annual budgets and work plans for the M&E unit
  • Offer
    technical inputs during project design, proposal discussions, Macro log
    frame design and budgeting for M&E.
  • Technically
    support the implementation of a data management system that would
    standardize the M&E information flow and reporting.
  • In
    charge of developing data collection methods and tools to support programs
    in needs assessment, baseline assessment, output and outcome monitoring
    and evaluation of the on-going projects.
  • Provide
    inputs to program for comprehensive knowledge management including result
    tracking, documentation of case studies/ human interest stories and
    lessons learned and sharing with all the relevant bodies for incorporation
    in future project designs.
  • Ensure
    that a beneficiary accountability mechanism is in place and utilized.
  • Ensure
    documentation systems are in place and utilized for safeguarding documents
    on physical and digital archives and maintain confidentiality of the data.
  • Oversee
    the monitoring and evaluation processes
  • Regularly
    review M&E information products, simplifying and communicating their
    implications for programme implementation, including modification in
    geographical priorities, target groups, interventions and implementing
    partners with a view to shaping programme direction.
  • Coordinate
    and supervise development of information management systems for monitoring
    and evaluation.
  • Render
    support to the NRC Programme Coordinators in programme planning and
    implementation carrying out project appraisals
  • Take
    part in programme reviews as planned
  • Advocate
    for and lead on communication activities relating to the project
    management cycle
  • Support
    the Program Development Manager and the AM in advocating for M+E support
    from donors, partners, and CO staff to ensure M+E remains a high priority
    in the country program
  • Serve
    as primary contact for M&E related issues and other support efforts.
  • Coordinate
    with M+E focal points in the regional office and other country missions in
    developing best practices and sharing lessons learned
  • Support
    the Programme Department on new initiatives.
  • Perform
    any other activities agreed and discussed with the Programme Development
    Manager and Area Manager.
Qualifications, Skills and Experience: 
  • The
    ideal candidate should hold a B.A Degree or Post Graduate qualification in
    Project Planning and Management, Monitoring and Evaluation, Social
    Sciences, Statistics, Economics, Information Systems Management,
    Operations Research or related qualification
  • At
    least five years’ experience preferably within the humanitarian field
  • Past
    experience from working in complex and volatile contexts
  • Prior
    exposure and experience with and knowledge of principles and current
    approaches to monitoring and evaluation in relief and development
    programs.
  • Proven
    ability to transfer knowledge to diverse audiences through training and
    mentoring.
  • Documented
    results related to position’s responsibilities
  • Fluency
    in both written and verbal English
  • Excellent
    analytical skills
  • Good
    computer skills, including MS Office (Word, Excel, Outlook, PowerPoint,
    Access)
  • Past
    experience using SPSS, STATA, Epi Info, will be an added advantage
  • Experience
    on digital data gathering will be an added advantage
  • Ability
    to work under pressure, independently and with limited supervision
  • Ability
    and willingness to work and live under difficult circumstances
  • Ability
    to engage and motivate staff in a challenging program area
  • Good
    coordination skills
