has received funding from the Global Fund to fight AIDS, Tuberculosis and
Malaria (GFATM) under the New Funding Model to support the Uganda Malaria
Reduction Strategy. Part of this grant is for sourcing for eligible talent to
cover human resources gaps in the National Malaria Control Programme (NMCP) in
order to strengthen its capacity.
Pharmaceuticals and Health Products Management (PHPM) Specialist will encompass
systems strengthening for PSM functions at the MoH for the malaria health and
non-health supplies and commodities supply chain management strengthening as
well as linking with National Medical Stores (NMS), other public sector
entities, Joint Medical Stores (JMS) and Private Not for Profit (PNFP) sector
implementing Global Fund supported activities. The PHPM Specialist will
directly work with the NMCP, FCO and the Pharmacy Division of MoH to create
pharmaceuticals and health products supply chain functional efficiencies with
the aim of providing an uninterrupted supply of quality-assured malaria
prevention and treatment products in the most cost-effective way.
- Offer
technical support on good procurement and supply practices to support
national programme implementation - Work
closely with the Quantifications and Procurement Planning Unit (QPPU) to
carry out national quantifications, forecasting and procurement planning
for pharmaceuticals and health products - In
charge of identifying public and private sector supply chain bottlenecks
through comprehensive quantitative and qualitative analysis and develop
solutions to address these bottlenecks - Work
in liaison with key stakeholders to identify ways to improve access to
malaria commodities and implement logistics solutions for malaria
commodities - In
charge of the collection and analysis of supply chain management data on
indicators for malaria commodities and prepare periodical performance
reports - Responsible
for developing, implementing, monitoring and updating of the Global Fund
for AIDS Tuberculosis and Malaria (GFATM) Procurement and Supply Chain
Management (PSM) plans for malaria commodities. - Offer
analytic and strategic support to the Ministry of Health around policy
development and implementation including Global Fund related activities to
ensure optimal fund utilization and absorption - In
charge of monitoring and analyzing malaria commodities stock status and
pipeline for the public sector at all other levels, of the supply system
and ensure timely procurement of antimalarial commodities - Participate
in relevant logistics committee meetings to discuss logistics and
commodity security issues. - Manage
donor funding for activities involving procurement, logistics and supply
chain management of antimalarial commodities. - Identify
key operational research priorities and provide technical support in
execution of the agreed upon protocols - Perform
any other duties assigned by the program manager National malaria control
program
- The
applicant should ideally hold a Bachelor’s degree in pharmacy with
post-graduate training in areas of Management, Monitoring and Evaluation,
Public Health, or related area. Additional qualifications in procurement
and supply chain management are desirable - The
candidate must be registered by Pharmacy Council to practice in Uganda - A
minimum of five or more years’ experience in the operation of transparent and
cost-effective procurement supply chain management systems at the national
and/or international level. - Past
exposure and experience in management and provision of technical
assistance in area of PSM for the health sector and particularly malaria
commodities supply management. - Extensive
experience in assessment and strengthening of health and pharmaceutical
management systems - Detailed
knowledge and understanding of the Uganda health system with good
knowledge of pharmaceutical and health supplies regulations - Demonstrated
capacity in forecasting and quantifying pharmaceuticals and other health
commodities and equipment requirement at National & lower levels. - Familiarity
with Global Fund procurement
policies and quality assurance standards for pharmaceutical and health
commodities management - Full
competence in the use of computers and key software packages (Microsoft
Word, Excel, PowerPoint, Pipeline, Supply Chain Manager, Quantimed etc.) - Excellent
analytical skills, excellent report writing skills, ability to work within
a team and under pressure and handle multiple activities, ability to work
with minimal supervision and self-motivation to accomplish tasks in time. - Fluency
in oral and written English
