Job Title:   Grant Manager
Organisation: Cardno USAID/Uganda Private Health Support
(PHS)Program

Reports to: Deputy Chief of Party
About USAID PHS Project:
Cardno is implementing the
USAID/Uganda Private Health Support Program aims to strengthen, organize and
mobilize the private health sector to provide Ugandans with the option of
high-quality services. The Program’s key objectives are: 1) expanded
availability of health services by private service providers; 2) increased
affordability of private health services and products; and 3) improved quality
of private health sector facilities and services.
Job Summary: The Grants Manager will support the USAID
Grant through administering a large performance-based grants program with a
cost sharing component. The incumbent will take the overall accountability and
oversight to ensure grant funds are used correctly and transparently.
Key Duties and
Responsibilities: 
  • Manage
    the program grants management systems, tools and processes
  • Actively
    coordinate development of RFAs and other solicitations, selection criteria,-and
    other processes for grantee evaluation and selection
  • Coordinate
    the development, negotiation and execution of grant agreements, execute
    grant renewals, extensions and modifications
  • Ensure
    technical, financial and administrative management of performance based
    grants in compliance with applicable regulations, rules and the approved
    grants manual
  • Work
    in liaison with the M&E team and other program technical staff to
    review grantee work plans, performance frameworks and budgets, review
    activity and finance reports and accountabilities submitted by grantees
  • Coordinate
    Program Grants’ quarterly planning, including preparation and tracking
    compliance with detailed work plans and validation schedules
  • The
    Grants Manager will primarily ensure grant disbursements are provided
    according to schedule and grants manual guidelines
Qualifications, Skills and
Experience: 
  • The
    applicant should preferably hold a bachelor’s degree in Finance,
    Accounting or related field; a professional qualification in ACCA, CPA is
    an added advantage.
  • A
    minimum of five years’ grants management experience, three of which should
    be with a USAID funded program
  • At
    least two years’ experience providing capacity building to grantees.
  • Working
    knowledge of performance based grants management will be an added
    advantage.
