ACDI/VOCA:
carrying out the USAID-funded PL 480 Title II Development Food Assistance
Program entitled “Resiliency through Wealth, Agriculture, and Nutrition in
Karamoja (RWANU)”. The RWANU Program is focusing on reducing food
insecurity among vulnerable rural populations in selected sub-counties of
Amudat, Moroto, Napak and Nakapiripirit. The Program’s strategic objectives are
(1) improved availability and access to food and (2) reduced malnutrition in
pregnant and lactating mothers and children under five. The RWANU Program takes
a preventive approach to reducing malnutrition, focusing on the first 1,000
days of life when conditional food rations will have the highest impact. RWANU
will promote diversified livelihoods strategies including linkages to market
opportunities to ensure long-term food security and resilience to food
insecurity shocks.
Duties and Responsibilities:
Manage staff responsible for commodity import,
stocking, inventory management, delivery /distribution and sales.
Ensure proper systems of control and coordination
with relevant staff.
Manage and grow relationships with contractors
engaged for commodity clearance responsibilities and transport to warehouses.
Take overall responsibility for RWANU commodity
distribution activities.
Establish and maintain positive relationships with
representatives at USAID, Uganda Government counterparts, local NGOs and the
private sector
Ensure proper documentation of and adherence to
commodity management procedures.
Manage key relationships with sub recipients who
will be responsible for delivery commodities to final destinations.
Manage, build and grow key relationships with
other organizations engaged in food assignee activities in country.
Ensure that all warehouses and final distribution
points are using commodity management and distribution best practices.
Prepare commodity reporting documents for USAID,
ACDI/VOCA Headquarters and local governments as required.
Technically support in the development of new
proposals as needed.
Work closely with the Chief of Party, Deputy Chief
of Party and health partner to develop a strategy to engage beneficiaries of
food distribution in ACDI/ VOCA food security and livelihoods projects.
Skills and Experience:
The ideal candidate for the Commodity Operations
Manager vacancy should possess a Master’s degree in a pertinent field
(e.g. International development, logistics
management, finance, economics or other related field with competency in
logistics and commodity management.)
At least eight years’ logistics management
experience, including warehouse management, preferably with food commodities
and grain in particular
Extensive exposure and familiarity with food aid
programs, particularly USAID Title II programs
Past experience managing commodity transport
systems
Prior experience negotiating with host country
governments on goods clearance issues
Significant experience supervising and leading
teams and monitoring staff performance
Systems-oriented, possessing ability to design,
implement and train
Excellent budgeting and analytical skills
Good working knowledge of Microsoft applications,
particularly MS Excel
Excellent interpersonal skills
Fluency in both written and spoken English
