About MONUSCO:
Following the signing of the
Lusaka Ceasefire Agreement in July 1999 between the Democratic Republic of the
Congo (DRC) and five regional States (Angola, Namibia, Rwanda, Uganda and
Zimbabwe) in July 1999, the Security Council established the United Nations
Organization Mission in the Democratic Republic of the Congo (MONUC) by its
resolution 1279 of 30 November 1999, initially to plan for the observation of
the ceasefire and disengagement of forces and maintain liaison with all parties
to the Ceasefire Agreement. Later in a series of resolutions, the Council
expanded the mandate of MONUC to the supervision of the implementation of the
Ceasefire Agreement and assigned multiple related additional tasks.
Key Duties and Responsibilities: Within delegated authority, the Air
Operations Officer will perform the following duties:
  • Actively
    monitor air operations activities and ensure that they are conducted in
    compliance with Air Tasking Orders (ATOs), Standard Operating Procedures,
    UN directives, Department of Peacekeeping Operations (DPKO) Aviation
    Manual, ICAO standards and recommended practices, IATA rules and
    procedures and the host country’s Aeronautical Information Publications
    (AIPs).
  • Determine
    the most suitable air asset to be utilized in terms of cost, safety and
    efficiency.
  • Regularly
    review all operational and logistical mission flight requests.
  • Oversee
    special mission and VIP flight requests and manifests.
  • Keenly
    review, plan and coordinate daily projected task orders and air support
    requirements.
  • In
    charge of preparing and publishing mission materials, flight schedules,
    air task orders and issue them to flight crews
  • Develop
    and implement aviation standard operating procedures (SOPs) in compliance
    with the DPKO Aviation Manual, ICAO standards and recommended practices,
    IATA rules and procedures and the host country’s AIPs.
  • Make
    sure that flight crews are briefed and conversant with the UN policies,
    flight safety procedures and latest applicable aviation standard
    requirements.
  • Ensure
    that appropriate reference documents are readily available and accessible
    to all flight crew members and aviation personnel.
  • Coordinate
    integrated Search and Rescue air operations.
  • Coordinate
    weather observation, forecasting development and dissemination of weather
    information.
  • Oversee
    the daily flight operations through the Flight Following.
  • Work
    in liaison with other Sections, international organizations/agencies
    concerning aviation movement matters.
  • Prepare
    inputs, data and estimates for budget reporting and planning purposes.
  • Perform
    any other related duties as required.
           
Qualifications, Skills and Experience: 
  • The
    ideal candidate for the United Nations MONUSCO Air Operations Officer
    career opportunity must have completed High school or hold an equivalent
    diploma.
  • Possession
    of technical or vocational certificate in Aviation Management,
    Aerospace/Aeronautical Engineering, Air Transportation Management or Air
    Traffic Control, is required. Training as a Commercial Pilot, or an Air
    Crew, or Aeronautical Engineer, or Air Traffic Controller, or Flight
    Dispatcher, or equal military certification, is required.
  • A
    minimum of ten years of progressively responsible experience in air
    transport operations, with at least 2 years at the international level.
  • Prior
    experience in managing air operations of international, peacekeeping or
    military nature and a thorough knowledge of UN financial regulations and
    rules are desirable.
  • sManagerial
    experience in commercial air charter operations is also desirable. The
    minimum years of relevant experience are reduced to 5 years for candidates
    who possess a first level University degree.
  • Languages: English and French are the working
    languages of the United Nations Secretariat. For the positions advertised,
    fluency in oral and written English is required. Knowledge of French is
    desirable.
