Job
Summary:
The Project Manager – Digital Financial Services will oversee the
Financial Sector Deepening Uganda (FSDU) project. The job holder will report to
and seek guidance from the Head of Programs while working towards increasing
financial inclusion by supporting development, uptake and usage of innovative
financial products and services that impact clients.
Key
Duties and Responsibilities: 
1. Project Management:
·        
Responsible for the overall achievement of project
objectives and production of project deliverables.
·        
Ensure project has all necessary methodologies and
systems available, including a group mobile wallet solution, as well as related
training packages.
·        
Carry out an initial assessment and other periodic
partner assessments to determine areas in need of capacity support with regard
to digital financial services and relevant complementary technologies.
·        
Work closely with relevant CRS and partner staff
to ensure that the project implementation is in accordance with CRS programming
principles and CRS core values.
·        
Design and facilitate workshops and meetings with
the project partners.
·        
Actively monitor project activities in the field;
submit monitoring reports with recommendations for follow-up action; report and
suggest solutions for any concerns about partners or project related issues.
·        
Proactively seek out advice, support and any other
technical assistance required by the partner to ensure timely, compliant and
effective implementation of the project.
·        
Ensure the proper maintenance of all files,
records and documents relating to the project.
2. Program Compliance/Financial
Management:
·        
Manage the FSDU budget and the project resources
to ensure the achievement of objectives within the budget.
·        
Conduct an initial sub-recipient assessment and
determine areas of capacity strengthening; in collaboration with finance, support
the accurate implementation of the SRMP over the life of the project.
·        
Support partners in financial advance and
liquidation process, including processing requests for disbursement of project
funds; reviewing and approving financial and narrative reports; and ensuring
that partner manages and tracks expenses against approved budget.
·        
Ensure accurate and timely financial reporting;
review actual financial performance against the budget and explain any
variances.
·        
Manage the development of the partner-sub-grant
contracts and annual partner work plans to ensure that all stated objectives
will be achieved.
·        
Actively monitor and manage expenses for the
project, ensuring adherence to project budget and compliance with donor
requirements.
·        
Ensure partners are trained in and knowledgeable
of all donor requirements and deadlines.
·        
Keenly verify that progress reports and financial
reports are received from partners prior to report submission deadline; review
and assess information provided by the partner in the narrative and financial
reports and take follow-up action as required.
3. Monitoring, Evaluation, Accountability
and Learning (MEAL):
·        
Manage the implementation of the M&E plan and
ensure that stated learning objectives are met and are captured and
disseminated for future programs.
·        
Design and implement effective work plans that
allow for timely and ongoing progress review of all key outputs and financials;
monitor and report on partner performance on meeting obligations of partner
agreement including targets and reporting deadlines.
·        
Support and participate in overall program reviews
and evaluations.
·        
Manage the periodic technical reviews and manage
any required changes in project direction/focus.
4. Representation and Business
Development:
·        
Ensure CRS is professionally and consistently
represented with key stakeholders, including local authorities, Church
officials, local partners, donors, the UN, other NGOs and appropriate networks
in meetings, conferences, and other for a as needed.
·        
Coordinate with respective line
ministries/officials and other organizations working in the sector to build
strategic partnerships; conduct periodic visits to government offices as needed
·        
Oversee and support business development
initiatives in collaboration and other business development staff by engaging
in proactive intelligence gathering to identify potential and real growth
opportunities.
·        
Keep project fact sheets up-to-date.
·        
Contribute to the EARO and global microfinance
community of practice.
·        
Perform any other duties as assigned by CRS senior
management to support the project or
partner.
Qualifications,
Skills and Experience: 
·        
The ideal candidate for this opportunity should
possess a Master’s Degree in economics, microfinance, business administration,
or banking and finance.
·        
Detailed working knowledge of technology based
financial products for the mass market e.g. Mobile Money, Banking Sector in
Uganda and or specialized knowledge of Savings Group programming (SILC, VLSA,
etc.). The combination of both experiences is a strong advantage.
·        
Knowledge of the Ugandan financial sector
preferred.
·        
At least seven years’ experience working for a
non-governmental organization or a reputable international organization preferred,
with at-least three years’ experience in product development, business case
analysis and project management.
·        
Comprehensive knowledge of new/ emerging
technologies that extend financial services to the excluded.
·        
Ability to work under pressure to tight reporting
deadlines.
·        
Possess the ability to work effectively both
independently and or in a team environment.
·        
Past experience in budget management, monitoring
and evaluation tools and systems.
·        
Significant experience with institutional strengthening
and partnership building.
·        
Excellent computer, verbal and written
communication skills.
·        
Excellent analytical and problem solving skills;
·        
Keen attention to detail and accuracy.
·        
Excellent interpersonal skills;
·        
The incumbent should demonstrate diplomacy and tact.
