Development is the global leader in youth-led development with approaches that
reach over 450,000 young people weekly across 8 countries in Africa and Asia,
and engages 350 youth organisations from around the world. Since 1985, we have
demonstrated that young people are critical actors in development, and can
drive positive change at local, national and international levels in the areas
of sexual and reproductive health, livelihoods and civic participation. Our
model is bottom-up and holistic, focusing on individual leadership change
amongst young people as well as systematic changes in policy and practice
towards a more supportive environment for youth-led development.
Uganda will coordinate all activities relating to the new exiting regional
youth engagement programme implemented in partnership with a major international
donor, which will support the establishment of a regional Youth Think Tank. The
programme will facilitate youth-led research focused on youth economic
opportunities, with the aim of feeding into important and emerging policy and
development agendas.
Summary: The Programme Coordinator will oversee the delivery of this exciting
programme working closely with the Logistics Officer and youth researchers.
Duties and Responsibilities:
implementation, and monitoring (50%): Supported by the Programme
Manager and through working with the Logistics
Take a lead role in the selection and recruitment
of the youth researchers
Technically support the development of training,
and other relevant materials drawing on best practice internally, nationally
and regionally
Take lead role in the training of youth researchers
on research methods and youth sector strengthening
Technically support the youth researchers to
conduct research on economic opportunities for youth
Design and implement activities to increase the role
for alumni of previous youth led research in the programme
Develop and implement ways for youth researchers
to connect with communities and a broader group of youth
Take the overall responsibility for the effective
preparation, implementation, management and monitoring of the young engagement
programme.
Ensure all reporting requirements are met and
submitted on time to the Programme Manager
Development (15%):
Work in liaison with the Programme Manager to
identify, develop and manage relevant programme partnerships with government,
donors, NGOs and other key stakeholders
Technically support the development of the youth
research network and coordinate capacity building of youth and partners in meaningful
and accountable youth engagement
Support activities, meetings, events to raise the
profile of the programme
Represent Restless Development in key
forums/platforms and meetings
Ensure that all staff have clear performance
objectives and development plans
Continually support and supervise the outputs of
the Logistics Officer through line management and performance reviews
Technically support the youth researchers in
solving genuine challenges and communicate to Programme Manager as necessary
Line manage and performance manage the Logistics
Officer.
Build capacity of staff as required
closely with the Programme Manager and the Finance Unit
Take lead in developing, managing and regularly
reviewing the programme budget
Technically support the development of donor
expenditures reports
Support development of annual programme budgets
and quarterly reforecasts
Ensure that value for money is obtained
other duties as required.
Skills and Experience:
The applicant should hold Graduate-level Degree in
relevant field of study or equivalent work experience
A minimum of three years’ experience managing
similar programmes
Significant experience designing and delivering
youth engagement programmes, with a particular focus on youth led-research and
youth-led advocacy
Past experience managing and reporting against
programme budgets
Prior experience managing staff, including line
and performance management
Proven ability to identify, develop and manage
local/national/regional partnerships
Detailed knowledge and understanding of
contemporary development issues particularly those related to economic
opportunities for youth, sexual and reproductive health and civic participation
Possess the ability to analyse problems and make
sound operational decisions
Excellent organisational skills and a methodological
approach to programme management
Excellent interpersonal and communication skills
(written and verbal)
Excellent budget management skills
Fluency in written and spoken English essential
Excellent IT skills
Past experience producing written briefings and
other materials for external audiences is desired
Prior experience with Monitoring and Evaluation
systems and research, including participatory research approaches
