The
International Committee of the Red Cross (ICRC) is a neutral and independent
international humanitarian organisation, which assists and protects victims of
armed conflicts and other situations of violence.
Key
Duties and Responsibilities: 
1. Vehicle/Generator Management:
·        
Maximise fleet efficiency and effectiveness
through planned resource allocation in accordance with ICRC guidelines.
·        
Ensure all fleet data management is executed in a
professional manner and in accordance with ICRC guidelines.
·        
Oversee and supervise the planning of maintenance
and repairs of all fleet units including generators.
·        
Actively coordinate with out-sourced workshops
regarding maintenance and repairs
·        
In charge of the management of fleet stock.
·        
Plan the movements of light vehicles and fleet
allocation.
·        
Mentor and supervise drivers on equipment
attributed to vehicles, plus ensure proper fuelling and cleaning.
2. Fuel Management:
·        
In charge of the management control and
accountability of fuel supplies and usage including contingency planning.
·        
Responsible for re-fuelling vehicles and keeping
safe custody of fuel cards and “Blue Keys”
·        
Manage fuel tax refund claims with Ministry of
Foreign Affairs/URA
·        
In charge of routine evaluation and carrying out
market survey on suppliers of fuel.
3. Staff Management:
·        
In charge of the supervision and building of fleet
staff team.
·        
Participate in annual staff appraisal for fleet
staff in close co-ordination with the Head of Log.
·        
Plan and monitor holiday of the Fleet unit staff
absences and holidays
·        
Carry out theoretical and practical driving tests
for ICRC vehicle users
·        
Ensure the drivers adhere to the local traffic
regulations.
·        
Take part in the recruitment of drivers if
required plus their probation evaluations.
4. Office Administrative Tasks:
·        
Take part in the evaluation of vehicle
requirements and allocation in accordance with utilisation and needs
·        
Manage all aspect of accidents including
insurance, Police and ICRC Lawyer in close coordination with the Head of logistics
and ICRC Administrator
·        
Actively monitor and update fleet inventory and
provides reports.
·        
Ensure all accidents or incidents are reported and
registered.
·        
In charge of the preliminary verification and
approval of all Fleet expenditures including cash purchases of spares and
maintenance, pending validation by Head of Log
·        
Oversee the management of all vehicles
registration/documentation.
·        
Regular evaluation of fleet wave data-base and
checking the information (drivers, fuel etc)
·        
Compile and send reports from Fleet wave to
Regional Vehicle Fleet Manager and Head of Log as required
·        
Co-ordinate closely with VFM/Technical Responsible
regarding job cards on work done
·        
Ensure all security measures and safety standards
are in place for vehicles and transport and that they are adhered to by the vehicle
users.
·        
Arrange disposal of old vehicles and generators in
accordance with ICRC standards and Law of Uganda working closely with Head of
Log.
Qualifications,
Skills and Experience: 
·        
The applicant should hold a College Diploma or
other recognized technical training in motor vehicle mechanics
·        
At least two to three years’ experience in the
same field
·        
Excellent computer skills especially in Excel
& Word
·        
Master 4WD and HF/VHF radio use
·        
Excellent command of both spoken and written
English
·        
Flexibility and resistance to stress
·        
Driving skills with a valid driving permit
·        
Excellent planning, organizational and analytical
skills
·        
Sense of responsibility and ability to take
initiative and to work independently
·        
Excellent communication and interpersonal skills
·        
Flexibility and willingness to work outside
working hours and duty station
·        
Excellent reporting skills
