the U.S Mission to Uganda.  The Mission

of the Embassy and at the direction of the Ambassador.

Job Summary:  The
United States US Embassy Budget Analyst oversees multiple post budgets and will
be responsible for budget formulation in conformance with approved guidelines,
budget monitoring and reporting as well as response to data calls. The incumbent
will be performing research and computations necessary to establish cost and
expense levels for financial plans and provide justifications for the same. The job holder also ensures that
obligations and expenditures are in accordance with the budget. The incumbent will
support agencies through the Financial Management Officer on variations in the
budget and recommend alternatives and options in order to ensure that there is
adequate funding for the various programs. Also, he / she is responsible for report
preparation for assigned agencies and the Financial Management Officer.
Key Duties and Responsibilities:
 
1. Budget Formulation: 50%
  • The
    incumbent will be responsible for making budgets with detailed
    justification to assist assigned agencies in presenting their financial
    requirements to headquarters. Ensuring that budgets are prepared in
    conformance with the Agency’s budget formulation policies and procedures.
    This is accomplished after gaining an understanding of each agency’s programs,
    individual projects and priorities.
2. Budget Execution: 35%
  • Ensures
    that obligations and expenditures are made in accordance with the
    financial plan, with respect to purpose and tempo.
  • Carries
    out periodic analysis of the budgets, advising the FMO and agency of the
    status of funds and alerting them to problems, trends and needed
    reprogramming actions brought about by unplanned expenditures, funding
    reductions, exchange rate losses/gains, and increase cost of goods and
    services. All information should be provided in a timely and meaningful
    manner that permits management proactive planning and intervention
    relative to reprogramming of resources or alteration of program plans.
    This entails performing the research and computations necessary to
    establish cost/expense levels, reviewing past documents to identify and
    analyze recurring costs, analyze staffing patterns to anticipate employee
    cost, review indicators of economic conditions having an effect on budget
    planning, establishing “cuff” records adequate to allow analysis of
    obligations and liquidations to ascertain conformance with financial
    plans.
3. Project Management: 15%
  • The
    incumbent will research and present to the Financial Specialist and FMO
    analysis on the various cost components and in so doing recommend cost
    saving initiatives. May be called upon to research into any contentious
    financial issues in the financial management office.
Qualifications, Skills and
Experience:

  • The
    ideal candidate for the United States US Embassy Budget Analyst career
    opportunity should hold a University degree in either of the following;
    Accounting, Business Administration, Commerce, Social Sciences, Arts,
    Education, Social Work and Social Administration, Law, Commerce, Finance, Ethics
    and Development are required.
  • At
    least three to five years of progressively responsible experience in
    financial management and budgeting with a computerized system, or
    cashiering is required
  • The
    US Embassy employee should have the ability to forecast and project
    expenditure and advise agencies on adequacy of available funding and need
    for reprogramming.
  • Detailed
    knowledge of budgeting fundamentals, forecasting techniques and financial
    management is required.
  • Ability
    to relate funds management with mission, programs and projects at post.
  • Ability
    to understand budget management and implications of changes of priorities.
  • The
    incumbent must possess a high level of interpersonal skills and ability to
    articulate complex issues both orally and written is required.
  • Language Proficiency: List both English and host country
    language(s) by level and specialization. Level IV English ability (good
    working knowledge) is required.
