About US:
The Government of Uganda (GoU) through the Ministry of Lands, Housing and
Urban Development (MLHUD) is implementing the Uganda Support to Municipal Infrastructure
Development (USMID) Project, which is supported by a World Bank / IDA Credit to
the tune of US$150 million. The project support is for 5 years, (FY
2013/14-2017/18), and entails support to infrastructure development and
institutional capacity enhancement in 14 Municipal Council, support to core
Ministries related with these activities as well as to program management
arrangements and institutional strengthening. USMID is designed using the World
Bank’s new lending instrument the Program for Result (PforR) where by
disbursement is linked to actual achievements compared to set targets. MLHUD
recruited a Program Support Team (PST) which supports implementation of the
program.
Key Duties and
Responsibilities: 
  • Working closely with the PDU of MoLHUD,
    conduct procurement for the USMID Program.
  • Work in liaison with the Head PDU of the
    MoLHUD to ensure timely, cost effective and full compliance of procurement
    activities with and the Financing Agreement and applicable regulations, as
    required.
  • Provides hands-on technical support to the
    PDU staff at the MoLHUD and the 14 USMID municipal LGs in ensuing amongst
    others that (i) up-to-date and complete procurement files are established
    for each sub-projects/activities; (ii) annual procurement plans are prepared,
    (iii) procurement activities are done timely as per rules and regulation,
    and (iv) quarterly procurement progress reports are prepared etc.
  • In charge of consolidating all procurement
    reports for submission to IDA as per the Program requirements
  • Responsible for the establishment and
    implementation of proper monitoring system and control of procurement
    processes including organization of RFQ, ITB or RFP, receipt and
    evaluation of quotations, bids or proposals, negotiation of certain
    conditions of contracts in full compliance with PPDA rules and regulation.
  • In charge of the preparation of
    submissions to the MoLHUD Contracts Committee, through the PDU and for
    necessary No objections
  • Design and conduct workshops to educate
    USMID Municipal LGs procurement staff on PPDA procurement
    procedures/regulations and approach to procurement as well as on
    specialized procurement topics as per Program Action Plan;
  • The incumbent prepares a range of
    procurement-related forms, documents and reports ensuring that all specifications,
    terms and conditions are according to PPDA rules, regulation and
    standards; and provide guidance and training to junior procurement staff;
  • Build an effective liaison with
    contractors/suppliers to ensure timely delivery. Liaise with end-users, contractors
    and suppliers on quality and appropriateness of goods;
  • Evaluate contractors/suppliers claims
    pertaining to outstanding contracts/procurement actions; subsequent
    endorsement of invoices in accordance with required norms;
  • Provide operational support to Program and
    ministry staff on concepts, policies and procedures for international and
    local procurement.
  • Negotiate and resolve procurement issues
    with project and ministries and handle questions/complaints on bidding and
    award issues in project;
  • Render support in the development of
    specifications based on end user requirements and prepare shortlists based
    on investigation of markets as well as policy considerations to the
    project;
  • Provide procurement support to component
    II of the Albertine Region Sustainable Development Project, being
    implemented by the MoLHUD.
Qualifications, Skills and
Experience: 
  • The applicant should preferably hold a Master’s
    degree in Procurement, Commerce, Business Administration, Engineering, Law
    or other related field.
  • A minimum of ten or more years’ experience
    in public or private procurement with a large public/ private sector
    organisation.
  • At least three years’ experience in
    procurement for a multilateral development bank funded project.
  • Membership to a professional body will be
    an added advantage.
  • Working knowledge of both World Bank and
    GoU/PPDA procurement procedures will be an added advantage.
  • Must have a clean and proven integrity
    record.
