About USAID GAPP Project:
RTI is the prime contractor for USAID funded GAPP program. The goal of
this 5 year program is to increase participation accountability and local
governance for effective service delivery. To achieve this goal, GAPP will
focus on three components: (1) Support and strengthen national level government
accountability institutions in their interaction with local governments; (2)
Strengthen local government revenue, procurement, financial and planning
systems; and (3) Strengthen civil society organizations (CSOs) and other
non-state actors (NSAs) to improve voice and accountability. GAPP will work at
the national level and in at least twenty-five districts in northern Uganda,
the Albertine region of Bunyoro, and central Uganda.
Job Summary: The Local Government Program Manager will
technically support the Deputy Chief of Party in ensuring the effective
implementation of activities under Components 2. He/she will also serve as the
Kampala office point of contact and coordination for the Technical Advisors.
Key Duties and Responsibilities: 
  • With the support of the DCOP, s/he will
    supervise the Embedded Technical Specialists in the provision of technical
    assistance and mentoring to the target local governments in Local revenue
    management, procurement, financial and planning systems including local
    councils development
  • Support the Local Government Expert In the
    development of component 2 work plans and budgets, writing of activity and
    quarterly reports including the day to day management of component 2
    activities.
  • Work closely with the Deputy Chief of
    Party in managing the development and implementation of tools for building
    the capacity of local governments that improve local government revenue
    management, procurement, financial and planning systems.
  • Actively coordinate and support the
    Technical Advisors in the preparation, implementation, and follow-up of
    GAPP activities in assigned districts, as detailed in the work plan.
  • Support to ensure quality and oversee the
    work of Technical Advisors working in assigned districts.
  • Provide monitoring reports, other written
    materials, and data for monitoring and evaluation as required.
  • Perform any other duties and tasks as
    requested by the DCOP or Chief of Party.
Qualifications, Skills and Experience: 
  • The ideal candidate should preferably hold
    a master’s degree in public finance, public administration, economics or
    related field
  • Eight or more years of professional
    experience providing training and technical assistance to local
    governments,
  • Previous project management and
    implementation experience.
  • Past experience in leading technical staff
    in delivering technical assistance to local governments in core areas of
    local revenue generation and management, planning and budgeting, local
    councils’ development and LG accountability systems
  • Excellent communication, teamwork,
    interpersonal, and cross-cultural skills.
  • Possess the ability to travel frequently
    to partner local governments as needed.
  • Strong organizational and communication
    skills with the ability to perform multiple tasks simultaneously, namely
    the priority activities and ability to work independently.
  • Past experience in data analysis and
    writing of technical reports.
  • Excellent interpersonal skills and ability
    to work successfully in a team environment.
  • Demonstrated success managing and leading
    technical and administrative team.
  • Prior experience on USAID projects is an
    added advantage.
