About
USAID Project:
The USAID/Uganda Monitoring, Evaluation
and Learning Program (The Learning Contract) is the five-year organizational
program support vehicle through which USAID/Uganda will pursue realizing its
development objectives within the complicated and shifting Ugandan development
context. The purpose of the Learning Contract is to provide monitoring,
evaluation and learning support services and build capacity of USAID/Uganda to
implement USAID’s Collaborating, Learning, and Adapting methodology to
strengthen the implementation of USAID/Uganda’s Country Development Cooperation
Strategy and enhance USAID’s organizational effectiveness.
Job
Summary:
 The Chief of Party will manage The Learning
Contract to strengthen USAID Uganda’s M&E capacity and improve staff and
organizational learning. The program will also aim to expand and deepen
coordination, collaboration and synergy within the USAID Mission and between
the Mission, donors and Uganda and regional key stakeholders on program
interventions, M&E and lessons learned for improved overall program success.
Key
Duties and Responsibilities: 
·        
In
charge of  leading and managing the
overall Monitoring, Evaluation and Learning program and provide overall project
vision, technical leadership and management with ultimate responsibility for
achieving program results efficiently, timely and in compliance with USAID IUSG
and QED policies and procedures.
·        
Serve
as the main point of contact for the contract with the USAID Mission, other
donors, the host government and the QED home office.
·        
Work
in liaison with the USAID/Uganda’s Program Office, other Chief of Parties
managing USAID projects and national level stakeholders such as the Office of
the Prime Minister’s National Monitoring and Evaluation Unit, Uganda Bureau of
Statistics, the National Planning Authority and develop important professional
relations with some of Uganda’s most reputable social scientists and
development professionals.

Manage
the work planning process and overseeing its implementation by working through
motivated, mentored expatriate and local staff and helping to set up project
management systems for finance and admin, logistics, HR, security, etc.
·        
Make
sure that the completion of timely reports and deliverables that meet USAID and
QED’s acceptable quality control and assurance standards.
·        
Ensure
compliance with the terms and conditions of the contract agreement, QED’s
project and financial management systems, and USAID’s rules and regulations.
Qualifications,
Skills and Experience: 
·        
The
ideal candidate for the USAID Project should hold a Master’s degree in an
appropriate inter-disciplinary area such as applied Social Sciences,
Organizational Sciences such as Industrial/Applied Psychology, Development
Economics, or Management and Evaluation.
·        
At
least 15 years of such stated experience, preferably a significant amount in
international settings in planning, coordinating and driving complicated,
dynamic and demanding organizational change and capacity development efforts
·        
Past
exposure and experience in leading and managing high-performing cross functional
teams working in complex and dynamic environments
·        
Significant
expertise in monitoring, evaluation and learning is desirable.
·        
Demonstrated
leadership, strategic thinking/planning, management, and presentation skills.
·        
Proven
ability to prioritize and handle multiple assignments simultaneously,
proactively seek and take action on opportunities
·        
Strong
multi-cultural, inter-personal and supervision skills.
·        
Especially
charismatic, professional credentials to be able to establish close, trustful
relations for pursuing earnest organizational learning with, particularly
USAID/Uganda’s senior professional staff and leadership, including the Mission
Director’s Office.
·        
Past
project management experience preferred, particularly in East Africa and
Uganda.
·        
Strong
skills in strategic thinking, problem solving, consensus building,
organizational improvement, and change management.
·        
Skills
in leadership and diplomacy
